It is learned from the relevant department in Jiangbei District that the Jiangbei government actively carry out tax abatement plus fee reduction and the multiple measures to lower the institutional transaction costs, the taxes of enterprises and the social insurance fee rate, creating a good environment for the development of enterprises. Taxes of 340 million yuan has been cut for enterprises in Jiangbei District in the first half of this year.

For instance, 70.55 million yuan has been saved in the income tax settlement of 16 high-tech enterprises; 9.0265 million yuan, in the income tax settlement of 593 small low-profit enterprises. 2400 enterprises have gained over 27 million yuan of special funds for promoting the development. All those combined works for lowering costs have promoted the transformation and upgrading of enterprises.

The approval process of commercial registration and enterprise registration has been shortened from seven days to three days. 662 enterprises were newly registered in June, up 45.8% from a year earlier. The Jiangbei government implements the reform of the administrative examination and approval system, aimed to carry out“One-Time-at-Most” items (which means those items that applicants only need to come to the administrative center once and get done). It also sets up “One-Time-at-Most” agencies, building the high efficient working mechanism of tracking, management, coordination and service for the project approval. The agency has received 33 commission projects by the end of June and eight of them has started. It has also customized the optimal approval plan for many fundamental construction projects.
