Infant education displays fine sustainable development. There are totally over 1,229 kindergartens in Ningbo, admitting 226,500 infants (among which 80,000 are the children of migrant workers). The net register rate of pre-school education is up to 98.5%. In 2008, there are 65 provincial model kindergartens, and 585 kindergartens above the three-star level. For the kindergartens in villages and towns, the establishment rate reaches 100% and the standard rate reaches 85%. Infant education in Ningbo fundamentally forms a pattern that government plays a role as a backbone and social force as a main body in the kindergarten running, which allows diverse forms of ownership of kindergarten to develop mutually. Teaching and administrative staff of kindergartens in Ningbo totaled 21,000 people; among them 12,000 are the headmasters and professional teaching staff. 97.2% of kindergarten teachers are qualified in infant education and 45.2% teachers have got the higher education certificates or degrees.
