Targeting at establishment of education modernization, basic education in Ningbo persists in the philosophy of education for all-round development to meet the demands of people who long for good education. In 2008, there are 343,000 students in total 310 secondary schools, which include 223 junior secondary schools and 87 senior secondary schools, with the enrollment of 243,000 and 101,000 students respectively. There are 468,000 students in 564 primary schools and 743 students in 6 special schools. 242,000 children of migrant workers receive education in Ningbo. 64.7% of them (about 160,000 students) are enrolled in public primary schools and public middle schools. In Ningbo, there are 122 demonstration primary schools, 72 demonstration middle schools, 8 demonstration schools with nine-year consistent compulsory education and 48 provincial-level key high schools (23 first-class key high schools, 16 second-class key high schools and 9 third-class key high schools). In 2008, there are 36 senior teachers (favored and treated as professors) in middle schools, 211 “Prestigious Teacher” both in primary and secondary schools. In the primary school and junior middle schools, 87.1% and 82.0% of teachers have got the higher education certificates or degrees respectively. The attendance rate of the 9-year compulsory education is reported to have reached 100% and consolidated as 99.9%, the attendance rate of disabled children (blind or deaf or mentally handicapped) is over 98%, and up to 98.66% of the junior middle school students receive further education. After attending the entry exam to universities and colleges, 84.58% of students are enrolled in the higher education institutes. In Ningbo, qualified education resources cover 80% of the schools providing basic education.
