Guided by the philosophy of serving for the construction of local economy and social development all the way, adult education aims to advance the lifelong educational system and establish a learning-based city. It has forcefully carried out Millions of Migrant Workers Training Program, enhanced professional training for workers, and actively developed community education as well. 1,886 adult schools have been established by 2008 to fundamentally form four levels of adult education network------city, county, town and village level, which includes one city-level adult school, 11 county-level adult education center (community colleges ), 122 town (or street) adult schools (37 awarded Provincial Demonstration School). At present, there are 2 national Community Demonstration Zone, 1 state-level and 5 provincial-level Community Education Experiment Zone. 100% of the urban communities and 70% of the rural communities have been carrying out community education. By 2008, 2.816 million people have completed various training courses, among them, 334,000 workers have taken on-job skill training, 189,000 farmers have received practical skills training on farming, 100,000 farmers have completed the training for labor force diversion, 2,800 farmers have taken the pre-job training, and 2,190,000 citizens and migrant workers have received various training. The enrollment of adult education reaches 4,451 in secondary schools, and 7,326 in higher education schools.
