On behalf of the People’s Government of Ningbo, I will report to you on the work of the government and ask for your deliberation and approval. I also ask members of the municipal committee of CPPCC as well as those invited to sit in for their comments.
A review of our work in 2022
The year of 2022 is the first year of this government. Last year, facing extremely complicated and challenging circumstances outside of the city as well as the combined impact of unexpected factors, we followed the guidance of Xijinping Thought on Socilaism with Chinese Characteristics for a New Era and implemented the guiding principles of the Party’s 20th National Congress. We firmly implemented President Xi Jinping’s important instructions on “epidemic prevention, economic stability and development security”, and earnestly implemented the decisions and plans of the Party Central Committee, the State Council, the Provincial Party Committee and the Provincial Government. According to the requirements of the Provincial Party Congress and the Municipal Party Congress, under the strong leadership of the Municipal Party Committee and the supervision and support of the Municipal People's Congress and the Municipal CPPCC, we faithfully implemented the "Eight Advantages and Eight Measures Strategy", actively promoted the "pilot for common prosperity and pilot for provincial modernization", and effectively coordinated the epidemic prevention and control and economic and social development. We worked hard under pressure and strived to deal with the uncertainty of the external environment with the certainty of our own work. As a result, the main indicators of economic and social development in Ningbo were better than those of the whole province, and we achieved a good start in the construction of a modern coastal metropolis.
We firmly implemented the national decisions and plans on maintaining the stable macroeconomic performance, carried out the “eight key actions” for stabilizing progress and improving quality, and strived to realize the stable and better economic operation. We put stable growth in a prominent position, strengthened the high-frequency economic monitoring and dispatching, and coordinated the services for linked districts (or counties) on an ongoing basis. Efforts were made to expand domestic demand, smoothen circulations and stabilize enterprises to lead to greater contributions to the overall development of the whole province and even the whole country. As is estimated, the general public budget revenue reached 168 billion yuan, up by 5%; the per capita disposable income of urban residents exceeded 77,000 yuan, and that of rural residents exceeded 45000 yuan, with a reduced difference rate of 1.71; the cargo throughput of Ningbo-Zhoushan Port exceeded 1.25 billion tons, an increase of 2.1%, ranking first in the world for 14 consecutive years; the container throughput reached 33.35 million TEUs, an increase of 7.3%, ranking third in the world for five consecutive years; the total import and export volume of self-operated foreign trade exceeded 1.2 trillion yuan, an increase of over 5%, among which the export volume exceeded 800 billion yuan, an increase of about 8%.
We focused on reforms, accelerated the restructuring of systems, policies and elements and the upgrading of capacities, and strived to stimulate the strong impetus for the construction of a modern coastal metropolis. To promote the “six major changes” and build the “six capitals”, we carefully prepared the action outline and the list of major reforms, structured the digital reform in a systematical and institutional way, and solidly promoted the construction of the demonstration area of common prosperity. We carried out the comprehensive renovation of the holistic space, planned to establish the “1244” overall promotion mechanism for major projects, and scientifically divided the financial authority and expenditure responsibility at the city level and the district (or county) level. We accelerated the construction of digital government, strived to build a high-quality diligent and professional government team, and set up the urban planning committee to strengthen and coordinate the overall urban planning. We carried out 120 reform pilot projects at or above the provincial level and 21 major reforms, put into practice a batch of large scenes and achievements of reform and innovation, and accelerated the formation of the new model and mechanism of new urbanization, global urbanization and urban integration.
We adhered to the principle of “people first and life first”, effectively built the epidemic prevention and control line, and made every effort to safeguard the people’s safety and health. We firmly implemented the decisions and arrangements of the province and the state, iteratively optimized the epidemic prevention and control measures in line with the changing time and situation, and implemented the “seven mechanisms” and “five fast cycles” to win the epidemic prevention war at the fastest speed and the lowest cost. We worked hard on the job of vaccination for the elderly and strengthened immunization for key groups. The coverage rate of vaccination for the elderly over 60 years of age reached 92.4%, and the rate of booster shots for adults reached 81.6%. We comprehensively improved the medical treatment capacity and fully guaranteed the supply of drugs, striving to ensure a smooth transition from “prevention of infection” to “protection of health and prevention of severe cases”.
We shouldered the political responsibility of eliminating risks and ensuring security, firmly held the bottom line of security development, and strived to maintain the overall social harmony and stability. We carried out the 100-day action of eliminating risks and ensuring security, comprehensively investigated and rectified all kinds of risks and hidden dangers, and thoroughly carried out the summer action for public security rectification and the action to combat organized crime and root out local criminal gangs We made efforts to ensure safe production, and effectively dealt with the adverse effects of the typhoons of “Hinnamnor” and “Muifa” and the rare high temperature and drought. We actively resolved the risks in the real estate sector, strived to consolidate the grass-roots foundation of social governance, and accomplished the tasks of the 20th National Congress of the Communist Party of China. Ningbo was rated as a national food safety demonstration city with high scores. For the 16th consecutive year, Ningbo was entitled as a “safe city”. Zhenhai District, Beilun District, Fenghua District and Yuyao County were awarded with the “top golden tripod for safety”.
Our main work over the past year was as follows.
1. We made great efforts to ease the difficulties of businesses to ensure the stable economic performance.
We took the initiative to promote the stable progress and quality improvement of the economy with unconventional efforts, and worked jointly with various market entities to overcome the difficulties. To ease the difficulties of businesses, we fully implemented the national and provincial economic stability package policies, and formulated the “47 articles” of helping businesses, “16 articles” of stabilizing the economic performance and follow-up policies. As a result, we reduced the burden of businesses by 58.57 billion yuan, implemented the value-added tax deduction and rebate of 40.9 billion yuan, and cashed in the preferential policy funds of 43.25 billion yuan. The growth rate of preferential small and micro loans reached 35.5%, and 21,000 new corporate loans were added. Newly added manufacturing loans were 82.13 billion yuan, up by 16%. The special activity of “1000 cadres helping to ease business difficulties” and the special “three stabilities and three improvements” services action for businesses helped to serve 42,000 businesses and settle 16,000 business appeals.
Good results were achieved in stabilizing the supply chain. We implemented the white list system of the key supply chains and industrial chains, strengthened the transportation guarantee of key materials and their cross-city coordination, and built the supply and transit warehouse in the Qianwan New Area. We optimized the epidemic prevention mechanism in the port area, and implemented such normalized port measures as non-boarding operation, and “one-stop handling of documents”. 410 “landmark industrial chain cluster docking” activities were carried out and 44 provincial industrial chain communities were established. We made every effort to ensure the supply and price of electricity and livelihood commodities, issued 900 million yuan as price subsidies, and built 538 emergency material depots. Market vitality witnessed recovery. The implementation of optimized business environment version 5.0 helped the city to rank No.5 in the national assessment of business environment. We improved the reform of “one-stop” start-up, “extremely simplified” approval and “one-step” handling, and the number of market entities exceeded 1.3 million. We carried out ten major actions to promote consumption, issued nearly two billion yuan of consumer vouchers in total, and achieved a total retail sales of 487 billion yuan of consumer goods, up by 4.8%, ranking among the top in the province.
2. Great efforts were made to expand investment and speed up the construction of major projects.
By adhering to the “stabilizer” role of investment, we seized the opportunity of the national policies, and vigorously promoted the increase of the volume of continued projects, the speed of new projects, and the planning of projects ahead of schedule, leading to effective investment expansion and quality improvement.
We carried out the campaign of expanding investment and optimizing structure, and promoted the “double hundred” project of industrial investment. The fixed assets investment increased by 10%. With the “1244” mechanism, a number of major projects, such as the Nantong-Suzhou-Jiaxing-Ningbo Railway, the West Hub of Ningbo, and the Ningbo-Zhoushan Railway, were vigorously promoted, and 463 provincial and municipal key construction projects exceeded the annual investment task.
The factor guarantee was solid and powerful. We realized the local government special bonds of 35.3 billion yuan; completed the investment 14.14 billion yuan as policy-oriented development financial instrument, ranking No.1 in the province; 92 projects were supported by the financial discount of the national equipment renovation loan, and 214 projects were supported by the national medium and long-term loans. The scale of government investment funds exceeded 42.4 billion yuan. We strengthened the guarantee of land use and energy consumption, and supplied 69,000 mu of state-owned construction land, an increase of 16.9%, and realized an overall supply of 650,000 tons of standard coal for energy consumption.
The overall plan for attracting investment achieved remarkable results. A new pattern of overall investment promotion pattern took shape in the city, the Investment Promotion Committee and the Investment Promotion Agency were established, and the “25 new measures” for investment promotion were issued. We implemented the special action of “attracting large and strong businesses” and worked on stabilizing foreign investments, and signed such major projects as Geely’s new energy vehicle series. The introduction of domestic capital stood at 185 billion yuan, up by 2.9%. The actual utilization of foreign capital was US$3.7 billion, an increase of 13.1%, and six projects by Fortune 500 enterprises were introduced.
3. We strengthened innovation and improved driving forces for the constant acceleration of industrial transformation and upgrading.
We focused on innovation-driven development and digital empowerment, and shaped new driving forces and new advantages of development with the the theme of being “large, distinctive, strong, green, new and high”, accelerating the construction of the global capital of intelligent manufacturing and innovation. Our innovation capacity was effectively improved. The Graphene Innovation Center has become the first national manufacturing innovation center in the province. Ningbo Industrial Internet Research Institute has been selected as the national new-generation AI open innovation platform. Cixi County passed the acceptance for national innovative counties. The construction of Yongjiang River Science and Technology Innovation Zone was started, and the construction of laboratory system led by Yongjiang Laboratory was accelerated. Two provincial technology innovation centers and three provincial or ministerial key laboratories were approved. We conquered a number of key core technologies such as deep-sea pressure-resistant and anti-corrosion materials, and won 48 scientific and technological awards at or above the provincial level.
We continued to rank first in the country in terms of the performance evaluation of intellectual property administrative protection, and Ningbo was selected as a national demonstration city for strong intellectual property construction. The number of valid invention patents reached 47,000. The R&D investment rate reached 3.0%. The science and technology innovation ecology has been continuously optimized. We implemented 30 new policies for talents; we selected and supported four full-time top talent projects and 402 “Yongjiang River talent” projects; four talents were included in the provincial “Kunpeng Action” plan, and 93 were included in the national key talent projects; all reaching a record high. Over 220,000 new college students and 51,000 new skilled talents were introduced. The version 3.0 of technology market was launched and the technology trading volume reached 50 billion yuan. The balance of loans to technology-based SMEs increased by 30%. The manufacturing industry witnessed improved quality and efficiency. Magnetic materials and green petrochemicals were entitled as the National Advanced Manufacturing Clusters.
The Digital Economy Bureau was established to implement the “double trillion” project of the digital economy, and the revenue of core industries reached 480 billion yuan. We promoted the digital transformation of industries, with 18 new national intelligent manufacturing pilot demonstration plants and excellent scenes, ranking No.1 in the province. The future industrial pilot zone for flexible electronic industry and the functional material industrial platform were respectively included in the provincial future industrial pilot zones and the provincial new industrial platforms, and the growth rates of added value of high-tech industries and strategic emerging industries exceeded 6%. The planning of industrial agglomeration was completed and 40 inefficient industrial blocks were transformed. The service industry accelerated its development. We implemented the three-year action of high-quality leapfrog development of the service industry, leading to two new provincial service industrial innovation and development zones. Ningbo became the only city in the Yangtze River Delta area to be selected as one of the first national comprehensive freight hubs with supplemented and strengthened chains, and Beilun (Fenghua) National Backbone Cold Chain Logistics Base was selected into the national construction list.
Both deposits and loans of financial institutions exceeded three trillion yuan, and the revenue of science and technology service industry reached 42 billion yuan. We accelerated the construction of the international consumption center city, Nantang Old Street was selected as the national nighttime cultural and tourism consumption cluster, and the Water Street and the Hanling block were selected as the provincial high-quality pedestrian street pilots. As for enterprise cultivation, we implemented the first-class enterprise cultivation project, adding 11 listed companies and 105 headquarters enterprises, and 18 enterprises were included in the top 500 private enterprises in China. We encouraged enterprises to specialize in developing new advantages, leading to 20 new national manufacturing single champions and 101 new “small giant” enterprises. The revenue of high-tech enterprises increased by 36%, ranking No.1 in the province. The number of technology-based SMEs exceeded 20,000. We promoted the “transformation of individual businesses to enterprises” and “upgrading of small enterprises to large-scale enterprises”, resulting in 500 industrial enterprises above the designated size and 641 service enterprises above the designated size.
4.We deepened the high-level opening to the outside world, and effectively improved the function of dual-cycle hub
We endeavored to amplify the advantages of port and opening up, strengthened the functions of international and domestic links, and constantly expanded the fields of domestic and foreign cooperation, so as to make solid progress in the construction of an international open hub. The hard-core strength of the port was further strengthened. We completed the revision of the general plan of Ningbo-Zhoushan Port, achieved substantive breakthroughs in the pilotage integration with Zhoushan, and further optimized the layout of “two yards and one warehouse”. We successfully held the International Marine Economy and Maritime Affairs Service Forum, and set up the International Maritime Dispute Resolution Center. The comprehensive strength of shipping center city of Ningbo ranked among the top ten in the world. 1.45 million TEUs of sea-rail combined transport was completed, up by 20.4%. The International Mail Exchange Center was officially opened. Ningbo became the fifth open city with navigation rights.
We accelerated the construction of open platforms. We built the Ningbo area of the Zhejiang Free Trade Zone on a high-quality basis, 11 national pilot projects such as digital RMB were approved, 13 pilot policies of high-level opening-up and reform of cross-border trade and investment were launched, and 18 projects were entitled as the best cases of Zhejiang Free Trade Zone. We built the demonstration zone of China-CEEC Economic and Trade Cooperation with high standards, and the import from Central and Eastern European countries increased by 40%. The China-CEEC Innovation Cooperation Research Center was established, as well as the first phase of the CEEC SME Cluster, and nine new liaison offices were established in Central and Eastern European countries. Foreign trade remained stable. We issued high-quality foreign trade development policies, implemented the three-year action plan of RCEP, and maintained the fifth place of foreign trade exports in the country. We launched the measures to facilitate the entry and exit of foreign-related business personnel, pioneered the nationwide business charter to support foreign trade enterprises to snatch orders abroad, and set up nine overseas marketing centers. We accelerated the construction of the new trade infrastructure of “one station and two warehouses”, added 420,000 square meters of overseas warehouses, and achieved over 200 billion yuan of cross-border e-commerce import and export volume. The revenue of service trade increased by 20%, and the Human Resources Service Industrial Park was selected as the national characteristic base for export service. We cultivated 37 provincial-level pioneers in the integration of domestic and foreign trade. The registered (approved) domestic investment amounted to US$3.68 billion , up by 51.4%. We actively participated in the 5th China Import and Export Expo, and the purchase volume of intention transaction reached US$3.48 billion.
We achieved new results in regional cooperation. We got fully integrated into the integrated development of the Yangtze River Delta area, actively participated in the building of the Shanghai metropolitan area, and our integrated global urban positioning was included into the spatial coordination planning. The Shanghai-Ningbo cross-sea corridor project was included in the regional coordinated development action plan, and the Hangzhou Bay Innovation Alliance was officially established. We implemented the five-year action plan for cooperation between Ningbo and Hangzhou, accelerated the building of the first and second phases of Hangzhou-Ningbo Expressway, and launched the implementation of 23 items benefiting people and enterprises, including the “One Card system” of social security. We drafted the development plan of Ningbo metropolitan area, signed the “1+7” cooperation agreement between Ningbo and Shaoxing, and sped up the construction of the pilot areas for the integration of Ningbo with Zhoushan, Shaoxing and Taizhou. We realized the “cross-city connection” of the 103 government service items of Ningbo and Zhoushan, and started the construction of the second phase of the Liuheng Highway Bridge. We worked on the cooperation between the east and the west, cooperation between mountain areas and coastal areas, and counterpart support work, and orderly promoted the counterpart cooperation with Bengbu, Yanbian, and Huanggang. Six cases were selected as the “world’s best poverty reduction cases”.
5. Efforts were made to coordinate urban and rural development, and the pattern and features of the metropolis took shape.
We adhered to the overall planning, urban-rural integration and green development, deepened the urban space arrangement, urban and rural construction management and ecological environment governance, and made solid progress in the construction of the Oriental coastal fashion city. The holistic urbanization framework was accelerated. We completed the overall planning of land and space, activated the results of “three zones and three lines”, and further improved the functions of the two banks of the Yaojiang River and the Dongqian Lake area. We started the pilot project of Ningbo West Hub, and planned the building of the Cuiping Mountain Central Park. The whole line of Phase II of Rail Transit Line No.2 was put into operation. Lines No.6, No.7 and No.8 and Cixi and Xiangshan lines of railway were fully started. The West Extension of South Ring Road, the first phase of Yinzhou Avenue-Fuqing Road (Dongqian Lake section), and the Xihong Bridge and its connecting lines were completed and opened to traffic. We issued the action plan for building a global marine center city. The construction of high-quality cities was steadily promoted. We formulated the special plan for urban renewal, implemented the refined projects, and completed the annual urban physical examination. The International Conference Center was completed and put into use.
We built 27 boutique routes, 59 characteristic blocks, 342.1 hectares of riverside leisure space in the three rivers area, and nine urban parks including the Children’s parks. We completed the reconstruction of 10.76 million square meters of villages in the urban area and eight million square meters of old residential areas, and identified 20 future communities and 12 provincial urban and rural style model areas. 471 kilometers of green ways were newly reconstructed, realizing the main line connection at the provincial highway level. 17 broken roads were opened, 43.2 square kilometers of sponge urban area was built, and 15.7 kilometers of underground comprehensive pipe corridor was built. We implemented ten major flood control and waterlogging drainage projects, completed 47.4 kilometers of the seawall project, lowered the gate of the Ge’ao Reservoir to store water, and start the construction of the Qingxi Reservoir and the east-west connection project of the reservoirs. We made every effort to build the “cleanest city” and built 38 demonstration areas of urban living rooms, and ranked No.2 in the country in terms of the overall performance of garbage classification.
We thoroughly implemented the rural revitalization plan. The ability to maintain stable grain production and supply continued to increase. The planting area reached 1.725 million mu and the yield reached 1.43 billion jin, both of which achieved “seven consecutive increases”. The supply of “vegetable basket” products was stable, the supply of slaughtered pigs increased by 15%, and the first digital “shelter” vegetable wholesale market was built. “Yongyou 1540” rice was listed as the national leading grain and oil varieties, and six enterprises (institutions) were selected as the national leading seed industry enterprises. Ninghai County became the only national seed production county in the province. We built 12 new provincial leisure agriculture and rural tourism boutique routes. All administrative villages achieved total collective economic income of over 500,000 yuan and operating income of over 300,000 yuan. We built four cross-county beautiful rural scenic lines, 38 provincial-level future villages, and 50 artistic villages, and reconstructed 306.8 kilometers of rural water supply network. Xiangshan County was included in the list of national rural revitalization demonstration counties.
We realized the effective governance of the ecological environment. We worked hard for the protection of the blue sky, clear water and clean land, and launched the plan for carbon peak and carbon neutralization. The whole city was built as the demonstration area of fresh air, with an average concentration rate of PM2.5 of 22 micrograms per cubic meter. We renovated 3,431 enterprises with high consumption and low efficiency, eliminated 451 enterprises with backward production capacity, and built 686 green factories. The implementation of the eight key actions of “green water in Ningbo” raised the excellent rate of surface water quality above the municipal control level to 93.6%, and won the provincial “Dayu Tripod” for the fifth consecutive year. Ningbo continued to rank among the top in the province in “waste free index”, and Beilun District, Fenghua District and Ninghai County were rated as three-star “waste free areas” in the province. Haishu District was entitled the national demonstration zone for ecological civilization, and Longguan Township became the first biodiversity friendly township in China. We rectified comprehensively on schedule the problems raised by the central and provincial party committees on their ecological and environmental protection supervision and on the ecology and environmental protection of the Yangtze River Economic Belt area. 6. We strengthened reform, and continued to enhance the momentum of high-quality development
We adhered to making good use of the "key move" of reform, promoting comprehensive and deep reform, digital reform and reform for common prosperity in an integrated and coordinated way, and have made rapid and steady progress in the construction of a first-class intelligent and good governance city. Solid progress was made in the pilot of comprehensive renovation of the whole territory and space. The implementation plan was approved by the Ministry of Natural Resources. The renovation area amounts to 62 square kilometers, including 90000 mu of renovated permanent basic farmland and 22000 mu of revitalized existing construction land. We promoted the layered and classified development and utilization of underground space and realized the multi-function integration of underground space. The implementation of digital reform achievements was accelerated. The "1612" system was upgraded and improved; 97 major provincial applications were implemented; the satisfaction rate of government data sharing demand reached 100%. The application achievements of "Policy Actuary" and "One Thing for New Residents" have been promoted nationwide, and the "One Thing" integrated reform of Jiangbei government service has become a national demonstration project for the construction of a government governed by law. We built "5G+Smart Port", "Zheli-Ningbo Civilization" and other characteristic scene applications with high standards, and 5 of them were selected as best provincial digital reform applications and one of them was selected as best rule. We promoted the reform of "reporting at most once", and simplified 80.9% of municipal statements. The artificial intelligence supercomputing center was built. Breakthroughs of reforms in key areas was accelerated. The evaluation reform based on production per mu was deepened, and the average tax per mu of industries above the designated size increased by 6%. 59 manufacturing enterprises and 28 service enterprises were selected as the province's leader in efficiency per mu, ranking first in the province. The three-year action task of state-owned enterprise reform was completed, and the number of municipal state-owned holding listed companies increased to 6. We promoted the reform of administrative law enforcement in the "big comprehensive integration", completed the integration of the "1+8" law enforcement team, and the proportion of law enforcement forces at and below the county level reached 90%. We solidly promoted the reform of rural integration and promoted the activation and utilization of idle homestead (rural housing) throughout the city.
7. Solid progress has been made in enriching the people, benefiting the people and ensuring their well-being, and the happiness index for common prosperity has been rising.
We adhered to the people-centered development concept and promoted the series of actions of "Zheliyongyou". Ningbo was rated as the happiest city in China for the 13th time, and the construction of a city of happiness and common prosperity in urban and rural areas has achieved preliminary accomplishments. People's livelihood security has been strengthened. We deeply implemented the "Job in Ningbo " action, built a "Flexible Employment " online platform, and created 240000 new jobs in cities and towns. The country's first "Flexible Insurance" inclusive insurance, "Stability Insurance" and "Salary Insurance" benefited 450000 employees. We implemented the overall plan for the basic old-age insurance for enterprise employees nationwide, and the basic pension standard for urban and rural residents ranked first in the province. The basic medical insurance was coordinated at the municipal level, and the coverage of medical insurance for urban and rural residents was expanded to people who are not registered residence in the city. Long-term care insurance fully covers basic medical insurance participants. It is the first time in the country to pay the limited price of dental insurance for teeth planting and upgrade the "Tianyi Yongning Insurance" commercial supplementary insurance to benefit people. We formulated the action plan of "Expanding the Middle-income and Increasing the Low-income", established the database of "Comprehensive Coverage+Accurate Portrait", and implemented the incentive plan of 9 key groups. The minimum living standard, the standard of special poverty support, the average security standard of orphans and poor children, and the intensity of temporary assistance all ranked first in the province. The disposable income of low-income farmers increased by 15.1%. 152 standardized dining halls for the elderly have been newly rebuilt, 4000 beds for the elderly and 9574 nurseries for infants under 3 years old have been added. 73000 new affordable rental housing units were added, and the construction of the first housing project with shared property rights was started. The service guarantee system for ex-servicemen was further improved. The development of education and health services was accelerated. 36 kindergartens, primary and secondary schools have been newly rebuilt and expanded, 46000 basic education degrees have been added, and more than 97% of migrant workers’ children have attended public schools. We standardized the development of private compulsory education, steadily promoted the "double reduction" work, and the reduction rate of discipline training institutions reached 100%. The proportion of targeted distribution of high-quality demonstration high schools reached 61.3%. Ningbo was approved by the Ministry of Education as the experimental zone for comprehensive reform of basic education, and Jiangbei was rated as the national high-quality and balanced development zone for compulsory education. There were 21 new national-level first-class undergraduate majors construction sites, and the first batch of doctoral students at the Oriental Institute of Technology were officially enrolled. The number of gold medals in the national vocational college skills competition ranked fourth, and a breakthrough of "zero" gold medals in the world skills competition was achieved. The Fangqiao Branch of the First Municipal Hospital was opened, and the construction of the Municipal Public Health Clinical Center and the Municipal Center for Disease Control and Prevention was accelerated. Ningbo has been rated as a group with outstanding achievements in the construction of the provincial medical peak highland and has continued to be a Model City for the Construction of a National Healthy City. The performance evaluation of basic public health projects has once again won the first place in the country. The cultural soft power was further improved. We further promoted the establishment of a Model City of Civilization, carried out actions to cultivate citizens' civilized quality, and launched the brand of "See Civilized China in Ningbo". The "Charity Benchmark Area" was being built, with a new charitable trust of 36.299 million yuan, ranking first in the province. The planning and construction of the South Pavilion of the Tianyige Museum was officially launched, and the Hemudu National Archaeological Heritage Park was approved. The first World Yangming Learning Conference and the Maritime Silk Road Cultural Expo were successfully held, and the first batch of documents of the "Siming Library" were published. "Manifesto" and "Wentian" won the national "Five Ones Project" award, and Fenghua was awarded the Top 10 Exhibition and Boutique Prize of the National Museum. 860 "15-minute Quality Cultural Life Circles", 46 rural museums and 20 urban studies have been built. The number of gold medals and medals in the provincial games ranked second. 138 sports parks, public gyms and village (community) sports grounds have been added.
8. We paid close attention to the governance efficiency improvement and have made significant improvements.
We adhered to building a high-quality and professional government team, raising standards, mobilizing morale, improving ability, strengthening practical operation, and optimizing efficiency. We sped up the construction of a modern government with overall intelligent governance and being pragmatic and pioneering. We strengthened the leadership of political construction, giving priority to political construction, studying and implementing the spirit of the 20th CPC National Congress, strengthening constant benchmarking for everything, firmly defending the "two establishments", and firmly guaranteeing the "two maintenances". We continued to improve the reporting system for major issues, improve the collective learning system of the Party Leadership Group, strengthen the rectification of inspection and audit feedback issues, and promote the rapid implementation and early effect of major decision-making deployment in the government system. We strengthened the traction of the rule of law. An outline for the implementation of the construction of a government governed by law was issued, major administrative decision-making procedures were strictly implemented, the review of the legality of normative documents was strengthened, 13 government regulations were repealed, and the rate of response of the heads of administrative organs in court reached 100%. We accepted the supervision of the People's Congress in accordance with the law, conscientiously accepted the democratic supervision of the CPPCC, and handled 534 NPC deputies' proposals and 475 CPPCC proposals. The level of government construction under the rule of law remains at the forefront of the country. We enhanced professional ability and work efficiency. We innovated and implemented the flat and intensive working mechanism of "Department + Special Team", "Online + Offline" consultation and other major tasks, improved the integrated government coordination platform, strengthened and improved the supervision and assessment, and promoted "project-based work, itemized projects, list accountability, and accountability assessment". At the same time, we strongly supported the construction of national defense and the military, solidly promoted military-civilian integration, effectively strengthened the work of national religion, audit and statistics, civil air defense and coastal defense, philosophy and social science, historical records and archives, foreign and overseas Chinese affairs, Hong Kong, Macao and Taiwan, complaints, and made new achievements in issues like trade unions, the Communist Youth League, women and children, the elderly, the Red Cross, the disabled, and caring for the next generation.
Dear delegates! We will not know the hardship until we have experienced the hardship. Last year is a year full of difficulties and challenges. All the achievements we have made should be attributed to the scientific guidance of President Xi’s thought of socialism with Chinese characteristics in the new era, the correct leadership of the provincial party committee, the provincial government and the municipal party committee, and the solidarity and hard work of the people of the city. While affirming the achievements, we are also aware that the completion of major economic indicators last year was not as satisfactory as expected, and there are still many difficulties and problems in economic and social development: the foundation for stable progress and quality improvement is not yet solid, the enterprise production and operation still faces multiple difficulties, the stability and competitiveness of the industrial chain supply chain is not strong, the supporting large enterprises and large projects are not sufficient, and the economic resilience needs to be further strengthened; the support for innovation momentum is inadequate, the share of emerging industries is low and the driving force is weak, colleges and universities need to play a bigger role, the total number of talents and the quality of labor force cannot meet the development needs, and the transformation of momentum needs to be further accelerated; the quality of the city's energy level needs to be improved, the infrastructure such as transportation and municipal administration still has obvious shortcomings, the supply of high-quality public services is insufficient, the core function of the central city is weak, and the population size is small, and the construction of the metropolis needs further efforts; there are still many risks and hidden dangers in the field of municipal social governance. The construction of environmental facilities in urban villages and at the junction of urban and rural areas is relatively lagging behind. There are many weak links in grass-roots governance. The ability to deal with risks needs to be strengthened, the carrying capacity of the ecological environment is not high, and the level of urban intrinsic safety needs to be further improved; the government's self-improvement still needs to be continued. The accuracy of policy supply is not high. Some staff members do not have strong sense of responsibility and ability to tackle difficulties. Formalism and bureaucracy exist to varying degrees. Corruption still occurs from time to time. We need to further strengthen efforts to solve these problems.
Main objectives and tasks in 2023
2023 is the first year to fully implement the spirit of the 20th CPC National Congress, and an important year to implement the deployment of provincial and municipal party congresses and the transition of the "14th Five-Year Plan". It is of great significance to do all work well.
The overall requirements of the government's work are as follows: under the guidance of President Xi’s thought of socialism with Chinese characteristics for a new era, we will fully implement the spirit of the 20th CPC National Congress, fully and accurately implement the new development concept, serve to build a new development pattern, and strive to promote high-quality development; we will faithfully implement the strategy of "8 Strengths and 8 Actions", and strive to build an "Important Window"; we will adhere to the general tone of seeking progress while maintaining stability; we will grasp the "6 Better Overall Planning", organically combine the implementation of the strategy of expanding domestic demand with deepening the supply-side structural reform, highlight the boosting of market confidence and vitality, highlight the consolidation of the advantages of modern industry and the real economy, highlight the enhancement of the driving force of innovative development and reform, highlight the upgrading of the energy level of the dual-cycle hub, highlight the optimization of the urban pattern and functional quality, highlight the promotion of the demonstration of common prosperity, and deeply promote the "6 Reforms" to build Ningbo into a Global Capital of Intelligent Manufacturing and Innovation, an International Open Hub, a Fashion City of the East Coast, a Model City of National Civilization, a City of Happiness and Common Prosperity in Urban and Rural Areas, and a First-rate City of Wisdom and Good Governance; we will accelerate the effective improvement of the quality and reasonable growth of the economy, promote the construction of modern coastal metropolis to make new breakthroughs, and make a good start for promoting pilot common prosperity and provincial modernization and building a model of Chinese path to modernization.
Taking all factors into consideration, it is suggested that the main expected targets for economic and social development this year are: the growth of regional gross domestic product will be more than 5.5%; the general public budget income and per capita disposable income of urban and rural residents will be basically in line with economic growth, and the income gap between urban and rural residents will continue to narrow; fixed assets investment will increase by more than 10%; the total retail sales of consumer goods will increase by 6%; the total import and export volume of self-operated foreign trade will maintain the national share; the increase in consumer prices will be within 3%, 200000 new jobs will be created in cities and towns, and the registered urban unemployment rate will be controlled within 3.5%; the energy and environmental indicators will meet the planned objectives set by the provincial government.
To achieve this year’s targets, we should focus on four aspects:
Firstly, we should firmly grasp the primary task of high-quality development, adhere to the focus of economic development on the real economy, focus on building a modern industrial system, speed up innovation-driven development, play a good policy combination, promote scientific and technological innovation, modern finance, human resources and the deep integration of the real economy, lay a solid foundation of "speaking by strength", and support the steady progress, quality improvement and leading of the economy with high-quality development of the real economy.
Secondly, we should firmly grasp the strategic deployment of expanding high-level opening up, take opening up as an important magic weapon to win advantages, initiative and the future, demonstrate the courage of Ningbo Gang, better coordinate the domestic and international circulation, more vigorously guide enterprises to make good use of the super-scale domestic market, expand the diversified international market, and take more practical measures to promote the effective investment landing and consumption upgrading, injecting strong impetus into stable and sustainable economic growth.
Thirdly, we should firmly grasp the important requirements of building a livable, resilient and smart city, strengthen the governance of urban planning and construction with a higher standard, vigorously promote the speed of urban and rural renewal, the upgrading of public services and the efficiency of grass-roots governance, solidly promote the demonstration of common prosperity, deeply carry out the construction of a national model city of civilization, create the most beautiful city image of "high-end and good taste", and fully demonstrate the quality and charm of a modern coastal metropolis.
Fourthly, we should firmly grasp the working standards of world-class, nationwide leading and province-leading, strengthen the construction of high-level modern government, be bold, innovative, and courageous, make every effort to create the best business environment, build the best close but clean political and business relationship, greatly boost the confidence of market entities, activate various resource elements, fully release dividends of reforms, and encourage various entities to start businesses in Ningbo.
The focus will be on ten aspects of work.
1. We will accelerate the leap of industrial energy level and strengthen the competitiveness of the real economy.
We will focus on building a modern industrial system, promoting the high-end, intelligent and green development of the manufacturing industry, exploring a new path for the integration of the two industries, and further improving the development level of the real economy.
We will develop and strengthen advanced manufacturing. We will cultivate chain clusters in an all-round way, coordinate the promotion of whole and parts integration, import substitution, and strengthen the chain supplement, continue to expand the advantageous industrial clusters such as green petrochemical, automobile, and high-end equipment, and strive to create 2 core areas of provincial advanced manufacturing clusters, 5 industrial chain communities, and increase the added value of industries above the designated size by 8%. We will strive to build “a City of New Energy Vehicles”, accelerate the promotion of major projects such as Geely's new energy vehicle series, and build 4 highlands such as intelligent manufacturing of new energy vehicles. We will vigorously develop emerging industries such as new materials and biomedicine, lay out in advance the future industries such as third-generation semiconductors and flexible electronics, and increase the added value of high-tech industries and strategic emerging industries by 7% and 8% respectively. We will accelerate the progress of the projects under construction, such as the second phase of FHEC chip test, Tuopu automobile series, and start the construction of major projects such as Shanshan lithium battery. We will strengthen the control of "2 zones and 2 lines" of industrial land, carry out a new round of "Sparing Cage for birds” phoenix nirvana actions, deepen the evaluation reform based on production per mu, and improve 3000 enterprises in 3 categories. We will continue to cultivate "large, excellent, strong, green, new and high-end" enterprises, add about 20 national manufacturing single champions, and continue to maintain the first place in the country's cities; we will add more than 120 specialized and new "Little Giants" enterprises and more than 10 listed companies.
We will develop the digital economy in an unconventional manner. We will implement the " Double-digit Increase in 3 Years" plan for investment in the digital economy. The revenue growth in both digital manufacturing and digital service industries will reach more than 15%, and the revenue of core industries will amount to 580 billion yuan. We will promote the construction of Ningbo Software Park, Xingang Chip Town, Zhenxin Chip Town and Qianwan Digital Economy Industrial Park, and the software business income will increase by 15%. We will strive to create a national intelligent manufacturing pilot area and a "5G+Industrial Internet" integrated application pilot area, cultivate 10 national intelligent manufacturing pilot demonstration projects, and build 100 intelligent factories and digital workshops above the municipal level. We will support the innovative application of new technologies such as artificial intelligence, blockchain and metauniverse, and cultivate 30 excellent application scenarios.
We will improve and strengthen the modern service industry. We will deepen the implementation of three key actions in the productive service industry, the port and shipping service industry, and the professional service industry, and the added value of the service industry will increase by more than 7%. We will vigorously develop high-end service industries such as science and technology, finance, culture and health, accelerate the cultivation of new business forms and new models such as platform economy, and the revenue of science and technology service industry will increase by 20%. We will build a big data platform for panoramic intelligent governance of the service industry, and add 2 provincial service industry innovation and development zones. We will build a base of headquarter-based, growth-oriented and innovation-oriented enterprises, and add more than 1000 service enterprises above the designated size and more than 100 headquarters enterprises.
We will accurately help enterprises to reduce burden and increase efficiency. We will continue to implement the policy package, deepen the direct and quick sharing mechanism of policies, and use real gold and silver to help enterprises to bail out, so as to escort them with sincerity. We will strive to cash more than 36 billion yuan of preferential policy funds, and reduce costs and burdens for enterprises by more than 33 billion yuan. We will deepen the smooth financing project, increase the support for delayed repayment of principal and interest, and loan renewal without repayment of principal and interest. The inclusive small and micro loans will increase by 16%, the manufacturing loans will increase by 12%, and the manufacturing medium and long-term loans will increase by 14%.
We will implement the new leap action in the private economy. We will continue to optimize the development environment of the private economy, vigorously encourage and support private enterprises to become bigger and stronger, and provide enterprises with "Reassuring Pills" for their entrepreneurial development and "boosters" for building century-old stores. We will carry out the "Quality Promotion Project" and support private enterprises to participate in the construction of major projects and scientific and technological innovation projects. We will improve the fair competition review system, explore and promote flexible law enforcement and corporate credit repair. We will regularly carry out government-enterprise talks, explore the establishment of entrepreneur days, improve the mechanism for entrepreneurs to participate in the formulation of enterprise-related policies, and effectively solve difficult problems and do practical things for enterprises.
Developing a Strong Workforce through Science and Education and Raising the Capacity for Indigenous Innovation
We will highlight the foundational and strategic position of education, science and technology, and human resources to promote deeper integration of the innovation, industrial, capital, and talent chains and create a stronger impetus for innovative growth.
Speeding up work on fostering large-scale platforms for innovation. We will vigorously promote the development of the Yongjiang Science and Technology Innovation Corridor, build Yongjiang Laboratory (Y-LAB) with high standards, move faster to develop industrial technology research institutes, and establish five new provincial and ministerial key laboratories and five leading provincial-level R&D institutes. We will gather more corporate R&D headquarters, and foster 6,000 national tech SMEs, 1,500 new high-tech enterprises and 3,000 provincial-level tech SMEs. By focusing on the whole process of “cutting-edge frontier technologies-key generic technologies-major application”, more than 100 key R&D projects at the municipal level will be carried out. We will also increase R&D investment to 3.15% of local GDP.
Facilitating the commercialization and application of advances in science and technology. We will implement the comprehensive reform of innovation and technology, and upgrade the service for the commercialization of scientific and technological achievements, with the technology transaction volume to exceed 60 billion yuan. We will strengthen the whole-chain IPR protection and the number of valid invention patents will reach 53,000. We will increase financial support to technology, and the scale of angel capital guiding funds will experience at least a two-fold increase.
Promoting higher education and vocational education. We will implement a new round of upgrading projects for key disciplines in colleges and universities, fully support Ningbo University to make more progress in making itself a world-class university and developing world-class disciplines, and speed up the first phase of the campus project of Eastern Institute of Technology (tentative) after the declaration. We will also give strong support to Ningbo Polytechnic to make the list of higher vocational colleges included in the “double high-level plan”, improve the training of technical talents by coordinating high-school and higher education, build a provincial first-class technician college, and shape a modern vocational education system.
Implementing the strategy of developing a quality workforce. We will actively integrate into China’s strategic distribution of human resources, optimize the talent policy system, create a congenial environment for talent, and devote greater energy to the development of Zhejiang Innovation Center. Four new programs for attracting and cultivating high-caliber professionals will be formed, 200 high-end talent projects above the provincial level will be added, and 400 talent projects will be selected and supported by Yongjiang Talent Introduction Plan. We will step up efforts to build Ningbo into a youth-friendly city, attracting 200,000 undergraduates to work in the city and 50,000 highly-skilled talents.
Expanding Investment, Encouraging Consumption, and Tapping in Domestic Demand
We will continue the strategy of expanding domestic demand, give higher priority to economic recovery and boost consumption, and better leverage the fundamental role of consumption and the key role of investment, thus spurring high-quality development.
Optimizing investment mechanisms. We will improve investment planning, policies, factors, and project coordination, put in place the “1 +12 + N” investment promotion mechanism, as well as establish and improve the promotion system of major investment projects. We will draw up investment attraction maps including “industrial maps”, vigorously promoting industrial chain, capital, market-oriented, and digital investment. We will also step up efforts to seek global investment partners, invite both investment and talents across the world, and actively reach out to leading enterprises in the industry by holding a series of activities such as “Ningbo Week” at home and abroad, and roundtables of senior executives of multinational companies. The introduction of domestic capital will hit 200 billion yuan and the actual use of foreign capital will total $5 billion.
Doubling down on investment. We will see that the “1244” mechanism plays a bigger role in coordinating and promoting key investment projects, carrying out more than 400 key projects at the municipal level and completing an investment of over 200 billion yuan. A holistic approach will be taken to strengthen infrastructure, with a 15% increase in infrastructure investment. We will formulate a new round of support policies for industrial investment projects, increase investment in key areas such as the digital economy, new energy vehicles (NEVs), and new materials, guide enterprises to expand investment in technological transformation, and strive for a 30% increase in the manufacturing investment. We will also stimulate the vitality of private investment, with a growth of over 8%.
Strengthening the guarantee of production factors. We will complete the successive reserves and declarations of a new round of special-purpose bonds for local governments and strive for policy support such as fiscal subsidies and putting assets into better use. We will ensure that production factors stay with projects they are allocated to, with state-owned land for construction projects to be supplied over 4,000 hectares and energy consumption indicators of more than 800,000 tons of standard coal to be supplied in a coordinated manner, while striving for more projects to be included in higher-level projects with land use, capital, energy consumption, and emission guarantees. We will deepen investment and financing reform, optimize the operation of government investment funds, and actively use PPP, REITs, EOD, and other models to leverage more market-oriented funds and introduce more strategic investors.
Increasing and upgrading consumption. We will introduce an action plan for boosting consumption and stabilizing growth, carry out a series of activities to promote consumption and give full play to the guiding role of consumer vouchers and other preferential policies. We will channel great energy into developing the first-store economy, accelerate the cultivation of new consumption trends such as smart retail and characteristic blocks, explore and develop new consumption models including fresh-food e-commerce, community group buying, and contactless consumption, redouble our efforts to develop health care, home services, sports and leisure, and other consumption of services, as well as stimulate purchases of NEVs and eco-friendly home appliances. We will put great weight behind the standardized and healthy development of live e-commerce, with online retail sales set to grow by 6%.
We will push forward the national pilot project of 15-minute convenient life circles, striving to create provincial-level demonstration smart business districts. We will promote the county-level business system and improve three-tiered commercial facilities at village, township and county levels. Extending the influence of fishing season festival, tourism festival, and Xuedou Mountain Maitreya Cultural Festival, we will intensify our efforts to build the city into a state-level tourist resort, and a demonstration city of cultural and tourism consumption. We will work harder to develop premium brands and 60 quality-focused enterprises will be added.
Deepening Institutional Opening-up and Serving the Creation of a New Development Pattern
We will forge the substantial force of the port, and build an institutional system that is in line with high-standard international economic and trade rules to amplify the interplay between domestic and international markets and resources.
Intensifying efforts to build a global first-class port. We will press forward with the infrastructure construction of the Meishan port area of Ningbo Zhoushan Port. Construction of the Beilun double-track branch line and Meishan branch line will be started, and the third phase of the Hangzhou-Ningbo Expressway double line will be accelerated. We will be committed to promoting land, sea, air, and railway connectivity, with combined sea-rail transport volume surpassing 1.6 million TEUs. We will also innovate the customs supervision of bulk commodities by launching trials of bonded ore blending of key non-ferrous metals and promoting the co-storage of bonded and non-bonded goods of liquid chemicals. We will set up a multi-country consolidation (MCC) base and speed up the construction of the Beilun (Fenghua) national backbone cold chain logistics base. We will strive for tax refund policies for ports of departure, and attract shipping institutes and quality projects to settle in the city, so as to play a bigger role in providing comprehensive services for global shipping. 10 functional blocks with marine industry characteristics will be built up and the gross ocean product (GOP) is targeted to grow by 10%. We will serve as a regional hub for global air cargo by opening fifth-freedom routes that connect the air cargo network of Southeast Asia and Europe, with annual air cargo volume exceeding 130,000 tons.
Promoting “two zones (demonstration zone for China-CEEC economic and trade cooperation and the Ningbo area of China (Zhejiang) Pilot Free Trade Zone)”-driven opening-up. We will take solid steps to further facilitate the building of NFTZ to serve as a national allocation center for important primary commodities. We will push forward the integrated reform of high-level opening of cross-border trade and investment, putting into practice a number of landmark projects such as digital and intelligent ports for cross-border trade. Further progress will be made in the pilot programs for new forms and models of offshore foreign trade, the allocation of the oil and gas industry chain and project attraction will be promoted, 2 million cubic meters of propane stored in underground cavern will be put into use, and great endeavor will be made for the qualification of non-state-owned enterprises to import crude oil. We will successfully hold the 3rd China-CEEC Expo to bring in more institutional activities. And we will continue to expand the import categories and scale of Central and Eastern European goods by advancing the Polish agricultural market project and carrying out trials for the import of agricultural and food products, with the import volume growing by more than 25%.
Consolidating Ningbo’s position as a city strong in foreign trade. A new round of projects to boost foreign trade will be implemented, and the campaign for expanding the market and inviting investment will be launched on all fronts. We will explore diversified export markets, deepen economic and trade cooperation with RCEP countries, and foster new strengths in the export of NEVs. We will seek to build an integrated service platform for overseas warehouses, ensure that the trade volume of cross-border e-commerce keeps taking up the same provincial share, and the digital trade is promised to increase by more than 20%. We will incubate characteristic parks for trade in services and strive to become a national base for featured services export, with a growth of more than 13% in the volume of trade in services. We will devote great energy to carrying out pilot programs for the integrated development of domestic and foreign trade, ensuring that general consumer goods and industrial products sold domestically are produced on the same production lines, meet the same standards, and are of the same quality as exported products, as well as supporting large-scale enterprises to build their own digital platforms.
Deepening regional cooperation. We will make sweeping efforts to integrate into the Shanghai metropolitan area and accelerate the development of the Qianwan Shanghai-Zhejiang Cooperative Development Zone. We will forge closer ties with Hangzhou, actively promote the integrated development of Hangzhou, Shaoxing, and Ningbo, and map out a batch of new measures to further benefit businesses and the public, so as to promote the coordinated development of industrial chain and scientific innovation. We will press ahead with the development of the Ningbo metropolitan area, turning ourselves into a marine hub with Zhoushan city. We will make solid efforts to promote eastern-western and mountain-sea collaboration and provide paired assistance and cooperation.
5.Deepening reform to tackle challenges and strengthen vitality
We will leverage digitalization to deepen reforms in key fields and sectors, and create more representative outcomes.
We will improve the comprehensive management and reform of the use of state-owned land. To achieve this goal, we will refine our work, implementation and regulatory systems and our policy framework, promote comprehensive management that covers urban and rural areas and different administrative districts, and experiment on new policies including cross-regional coordination and trading of quotas. Management of 11 national pilot areas will be stepped up, with 147 new management projects on the agenda and 8200 mu of inefficient urban land to be developed. We will work to build an integrated application for the intelligent, comprehensive management of the whole territory, and explore the precise allocation of production factors and resources and intelligent management of land for major projects. We aim to create over 10 rereplicable reform practices.
We will expand the application of digitalization and create more outcomes. We will continue to iterate on the “1612” framework, construct City Brain 2.0 and the provincial pilot industrial brain, and upgrade the integrated, smart platform of public data. Shu Zhi Cai Lan Zi, Yong Jin Tong and other applications will be upgraded. Government services will be improved, with the number of services provided online and on a cross-provincial basis accounting for 92%. We will coordinate the construction of the IoT sensing terminal across the whole city, build a city digital twin data pedestal, and put into use an artificial intelligence supercomputing center.
We will push forward reforms to ensure production factors are allocated by the market. We will formulate a plan and a list of key tasks for a comprehensive pilot reform for the market-based allocation of production factors. We will accelerate the launching of a provincial pilot reform for market-based allocation of data production factors, actively nurture more data factor market entities and extend its application, and create a professional data processing and circulation industrial park. We will innovate the market-based allocation mechanism of land factors, carry out a pilot land-transfer reform that features a price cap and a contribution system. We will strive to secure a national pilot project for the city’s rural collectively owned profit-oriented construction land. We will standardize the management of the secondary market for industrial land and increase the supply of mixed-use industrial land.
We will carry forward the reform of state-owned enterprises, accelerating the layout optimization and structural adjustment of state-owned economy and continuing the “Three Rivers into the Sea” mixed-ownership reform. We will work to expand the scale of investment fund and market-oriented equity fund for SOEs, and improve their assessment and reward system. We plan to put into use over 500 million yuan of surplus assets of SOEs, speed up asset securitization and bring the number of listed SOEs in the city to over 10.
We will endeavor to make Ningbo one of the best business environment cities in the country. For that to happen, we will upgrade our policies, collaborate our work and strive to be selected as a national trial city for business environment improvement. We will further reforms of digital business environment, make improvements to Qi Bao Tong, Zhi Hui Shui Wu and other service platforms for enterprises, and expand the application scenarios of electronic licenses and signatures. We will work to ensure that government services are fully provided with the need for only one application process. List-based management for matters requiring government approval and the negative list of market access will be implemented. We will also implement social credit regulations, improve the classified and graded credit supervision and management system, and explore the reform of replacing certificates of no criminal conviction with credit reports.
6. Strengthening the top-down design for the urban development of Ningbo as a modernized metropolis
We will accelerate and integrate the development of the whole region with one coherent road map and one management strategy to improve the living environment, cultural charm and image of the city.
We will optimize the spatial structure of the city. We will finish the mid-term evaluation of the 14th Five-Year Plan. A transmission mechanism of territorial space planning will be established and master plans for spatial structure at the county and township levels will be accelerated. Compilation of detailed plans (or adjustments) and plans for villages will also be put on a fast track. More specifically, we will: finish the design of Sanjiangkou core urban area and the special plan of Dongqian Lake-Fuquanshan; integrate the urban planning of Yuyao and Cixi (YuCi), accelerate the design of Cuipingshan Central Park, strengthen the connection between the city center and YuCi, speed up the pro-phase work for Ningbo Avenue, Gongyuan Avenue and Donghai Avenue, and start constructing the YuCi section of G228; intensify the development of the Siming Mountain and the southward area, strengthen the integrated development of Xiangshan Port, build beautiful coastal zones, and create a well-designed spatial layout that features elements of mountains and seas, city skylines and natural landscapes; finish the construction of the Hangzhou Bay water diversion project and the underground wastewater treatment plant in Jiangbei District, facilitate the construction of Qingxi Reservoir, Baikeng Reservoir and the first and second northward drainage channels of Yuyao River as well as the dyke engineering project along the lower reaches of the river.
More efforts will be made to build Ningbo into a transportation hub. We will kick-start the construction of Ningbo West Railway Station, the fourth phase of Lishe International Airport, the International Expo Center and the business district project, building the Ningbo West Hub with high standards. We will accelerate the construction of inter-city railways within the metropolitan area, complete and put into use the first phase of Hangzhou-Ningbo Expressway Double Line, the first phase of Shiyitang Expressway, and the Jinhua-Ningbo Railway. New advances will be made in the construction of the Suzhou-Jiaxing-Ningbo Railway, Ningbo-Zhoushan Railway, the second phase of Hangzhou-Ningbo Expressway Double Line and Liuheng Expressway Bridge. We will start the construction of the Ningbo-Taizhou-Wenzhou Expressway Expansion Project, facilitate the pro-phase work for the Ningbo-Taizhou-Wenzhou High-speed Railway and Ningbo-Jinhua-Quzhou-Shangrao Expressway, and promote the pro-phase demonstration and study on the Shanghai-Ningbo Cross-sea Channel. We will preserve and accentuate the cultural charm of Ningbo as a port city. We will carry out a series of activities to commemorate the 50th anniversary of the discovery of the Neolithic Hemudu site, and finish the second phase of the archaeological excavation of the Jingtoushan site. We will create and roll out a number of literary and artistic works with focus on the characterization of Yangming culture and Wang Anshi culture. We will build new public spaces for cultural activities, and ensure a “15-minute cultural circle” and an 80% coverage rate of “city study rooms” and “cultural stations”. We will accelerate the construction of the South Hall of Tianyige Museum, complete the pro-phase work for Hehai Museum, and implement 210 mini programs to improve the quality of local tourism. We will continue the “one person, one art” three-year action plan to popularize artistic and cultural knowledge. We will spare no effort to ensure a successful Asian Games. We will utilize Ningbo’s title as “the city of Olympic champions”, speed up the construction of the second phase of the Olympic Sports Center and nurture a number of local sports brands. We will adhere to the priority development of agriculture and rural areas, promote the integration of urban and rural areas, smooth the flow of urban and rural elements, and promote the comprehensive revitalization of rural industries, talents, culture, ecology and organization.
We will ensure stable production and supply of food and important agricultural products. We will firmly guard the red line of arable land and permanent basic farmland, optimize and adjust functional areas for food production, promote the renovation and upgrading of high-standard farmland, carry out "100 million" permanent basic farmland improvement, and improve the four-level field director responsibility system. We will fully implement the responsibility system for food security, ensure that the grain cultivation area is stable at 1.71 million mu, production remains above 1.4 billion jin, and the scale of grain and oil reserves reaches 700,000 tons and 8,170 tons respectively. We will accelerate the construction of vegetable bases in Fenghua and Ninghai to achieve vegetable output of 2.7 million tons, pig production capacity of 1.49 million heads and aquatic products output of more than 1.1 million tons.

We will implement the plan to cultivate and upgrade new agricultural business entities, and add 10 leading agricultural enterprises above the municipal level. We will accelerate the implementation of agricultural standard land model, agricultural scale operation rate increased to 71%. We will develop a three-year action plan for ecological restoration, and comprehensively carry out ecological restoration and biodiversity protection in the Yongjiang River system and near-shore waters.
