Now, on behalf of the Municipal People's Government, I will deliver the government work report to the conference for deliberation, and invite members of the Municipal Committee of the Chinese People's Political Consultative Conference and other attendees to provide your opinions.

1. 2023 Work Review

2023 is the first year to comprehensively implement the spirit of the 20th National Congress of the Communist Party of China, the 20th anniversary of the implementation of the "88 Strategy", and the year of economic recovery and development after the transition of COVID-19 epidemic prevention and control in three years. President Xi visited Zhejiang for inspection, who provided guidance for the direction of Zhejiang's reform and development and provided strong impetus for us to forge ahead in a new journey and make contributions to the new era. The people of the whole city feel excited, encouraged, and motivated. We always bear in mind his ardent instructions, earnestly implement the decisions and arrangements of the CPC Central Committee, the State Council, the Provincial Party Committee and the Provincial Government. Under the strong leadership of the Municipal Party Committee, the supervision and support of the municipal people's congress and the municipal CPPCC, we are grateful to forge ahead and overcome difficulties, completed the goals and tasks set at the third session of the 16th Municipal People's Congress, and achieved a good start in striving for common prosperity and leading the model of Chinese path to modernization in the city.

Over the past year, we have firmly shouldered the political responsibility of "strong economic city should share a major responsibility", actively responded to the severe and complex international situation and unexpected factors, and with unconventional efforts and tactics, we have made 100% efforts to promote high-quality development and achieve stable economic recovery and improvement. The proportion of regional GDP in the province remained stable at 20% throughout the year; the general public budget revenue reached 178.58 billion yuan, up by 6.3%; the per capita disposable income of urban and rural residents exceeded 80000 yuan and 48000 yuan respectively, with a difference of less than 1.67 times, showing a shrinking trend for 20 consecutive years; the added value of industrial enterprises above designated size increased by over 6.5%, with 10 enterprises listed in the Top 500 Chinese Enterprises and 20 enterprises listed in the Top 500 Chinese Private Enterprises, ranking fourth among the Top 100 Advanced Manufacturing Cities in 2023; Ningbo was promoted to the fourth city of comprehensive competitiveness in China's foreign trade.

Over the past year, we have adhered to the three "Number One Projects" as the driving force, focused on implementing the "Ten Major Projects", planned and broken through a number of major reforms that strengthened the foundation and optimized the structure, and launched a number of major projects that make up for shortcomings and benefit in the long-term. It is expected that the R&D investment intensity of the whole society will reach 3.15%, the construction of Yongjiang Science and Technology Innovation Zone will accelerate, and the independent cultivation of academicians from both academies will achieve a breakthrough of zero. The Nantong-Suzhou-Jiaxing-Ningbo Railway has been under full construction, significant breakthroughs have been made in the compliance work of the Shanghai-Ningbo cross-sea road, and the preliminary work of the Ningbo hub has been accelerated. The cargo throughput of Ningbo Zhoushan Port has been ranked first in the world for 15 consecutive years, and the container throughput has been ranked third in the world for 6 consecutive years. The development index of Ningbo Zhoushan International Shipping Center has risen to ninth in the world. The passenger throughput, cargo throughput, and number of flights at Lishe International Airport have all reached historic highs. We have organized major exhibitions such as the 3rd China Central and Eastern European Countries Expo. We have solidly carried out 122 major reform pilot projects at or above the provincial level, and successfully held a number of national and provincial work site meetings. In the evaluation of the business environment among tens of thousands of private enterprises, Ningbo has consistently ranked first in major cities across the country for five consecutive years.

Over the past year, we have effectively shouldered the responsibility of co-hosting the Asian Games, fully ensured the great success of the event, promoted the three major urban improvement actions in the whole region, assisted the safety of the Asian Games, and comprehensively demonstrated the new image of the city as a beautiful, safe, harmonious, civilized and courteous city. We successfully completed the torch relay of the Asian Games, and hosted high-quality sailing and beach volleyball events. We have trained and transported athletes who have won the highest number of gold medals, medals, and participants in history. We have promoted the planning and formulation of major areas such as Cuiping Mountain Central Park and Sanjiangkou Core Area with high standards. Ningbo has been awarded as a qualified city in the national pilot program for modernizing urban social governance. The satisfaction rate of public service quality ranks second in the country, and has been awarded the title of “Safe City" in the province for 17 consecutive years. It has also been rated as the happiest city in China for the 14th time.

We have mainly focused on eight aspects：

（1） Boosting confidence and stabilizing growth, the economy continues to rebound and improve

We implemented 72 measures to boost confidence, expand demand, and increase driving force, and accurately and effectively boost economic competition. We have comprehensively implemented a package of cost reduction and burden reduction policies, cashed out 106.5 billion yuan of favorable enterprise policy funds, and added over 30 billion yuan of tax reduction, fee reduction, and deferred tax refunds. We intensified fiscal and financial support, with new domestic and foreign currency loans exceeding 500 billion yuan, reaching a historic high. It is expected that medium and long-term loans in the manufacturing industry will increase by 47%, inclusive small and micro loans will increase by 32%, private enterprise loans will increase by 19%, and the balance and increment of policy financing guarantees will remain the first in the province. We held the first “Siming Insurance Forum”. By leveraging the "1245" coordinated promotion mechanism for major projects, the second phase of the Zhenhai Green Petrochemical Base and other projects have started construction ahead of schedule, while the second phase of the Forehope chip packaging and testing project has been accelerated. More than 140 key projects have been optimized for construction cycles. The investment scale of the "Thousand Trillion Project" completed in the province ranks first in the province. We have strived to raise local government special bonds of 35.1 billion yuan and central budget funds of 990 million yuan, and obtained 8100 mu of national major project construction land quota guarantee. We coordinated to ensure the energy consumption quota of 4.359 million tons of standard coal for new projects. We deepened the attraction of strong and high-quality investment, attracting domestic investment exceeding 200 billion yuan, and effectively utilized foreign investment exceeding 5 billion US dollars. The implementation of the "Double Promotion and Double Prosperity" consumption promotion action resulted in a 6.5% increase in the total retail sales of consumer goods, and the proportion of bulk commodity trade in the province reached 40%. The Old Bund has been rated as a national demonstration pedestrian street, and the Nantang River Historical and Cultural District has been selected as a national tourism and leisure district. Ningbo has also been selected as one of the first demonstration cities for new retail and pilot cities for new consumption in the province. We have optimized and improved the business environment, issued 33 measures to support the high-quality development of the private economy, built a comprehensive service center for enterprises, established the first international legal service center in the province, and has become the only city in the province that has been approved to issue additional certificates. We have implemented special service activities such as "Solving Difficulties with Excellent Services for Enterprises" and "Ten Chains and Hundred Events for Thousand Enterprises", adding 190000 new market operating entities.

（2） Strengthening technological innovation and accelerating the accumulation of new development momentum

Efforts have been made to place greater emphasis on enhancing technological innovation capabilities, to actively promote the deep integration of the "four chains", and to introduce 15 new policies on science and technology. The Yongjiang Laboratory has formed a research layout of "ten centers and five platforms", and has led and undertaken seven national level projects. The construction of Ningbo Oriental University of Technology (temporary name) and Ningbo Digital Twin Research Institute has been fully launched, and the Ningbo School of Materials Engineering at the University of Science and Technology of China has officially opened. It has become the second city in China to sign a deepening strategic cooperation agreement with the Chinese Academy of Sciences, and the first Prefecture-level Municipality to independently participate in the National Natural Science Foundation Joint Fund. The funding for basic research integration projects has achieved zero breakthrough. Ningbo has been approved as the Provincial Green Petrochemical Technology Innovation Center, 8 new provincial-level research and development institutions have been added, Peking University Ningbo Marine Pharmaceutical Research Institute has opened its park, and Sinopec Ningbo High-end New Materials Innovation Platform Cooperation Framework Agreement has been signed. Two provincial-level high-tech industrial parks have been added, and Yuyao has been selected as a National Innovative County (city). We have fully launched the "Science and Technology Innovation Yongjiang 2035" key research and development plan, conquered a number of key core technologies such as permanent magnet servo motors, and published three original achievements in the top international academic journal "Science". Ningbo has won 9 first prizes for provincial scientific and technological progress and 5 provincial government quality awards, both reaching historic highs. Ningbo has also been awarded the first batch of national intellectual property protection demonstration zones, launched and operated an intellectual property trading service center, with 55000 effective invention patents and a technology trading volume exceeding 80 billion yuan. We have established standard innovation contribution award and obtained approval to establish the first national level motor vehicle product quality inspection center in the province. More than 1900 newly recognized high-tech enterprises have achieved the highest growth rate in the province for two consecutive years. A breakthrough has been achieved in the rating of Class A disciplines in universities, with 16 disciplines entering the top 1% of ESI globally. We have established a talent development group, with 161 newly selected national level talents, ranking first in the province in total. We have introduced and supported 11 full-time top talents, over 400 Yongjiang Talent Project projects, 266000 new college students, and 51000 newly added skilled talents.

（3） Strengthening industrial clusters and significantly accelerating the pace of transformation and upgrading

Focusing on the transformation towards high-end, intelligent, and green development, we focused on strengthening our strengths, improving our weaknesses, and forging new ones. We have built a "361" trillion dollar industrial cluster, a "2070" industrial agglomeration zone system, issued an action plan to cultivate future industries, added 2 national level characteristic industrial clusters for small and medium-sized enterprises, 1 innovative industrial cluster, and selected 15 provincial "415X" characteristic industrial clusters. We have accelerated the construction of a new energy vehicle city, and have been selected as one of the first pilot areas for comprehensive electrification of public sector vehicles in China. The intelligent vehicle industry platform has become the first new industry platform in the province with an area of tens of thousands of acres and billions of yuan. Ningbo has been approved as one of the first pilot cities for digital transformation of small and medium-sized enterprises in China. The core manufacturing industry of the digital economy above designated size saw an 8.3% increase in added value, and four enterprises were selected as one of the top 100 in China's electronic information industry. 12 enterprises have been selected as national intelligent manufacturing demonstration factories and excellent intelligent manufacturing scenarios, and 7 projects have been selected as national 5G factories, all ranking first in the province in terms of quantity. The first phase of the artificial intelligence supercomputing center has been put into operation. Ningbo was approved to establish a national level Internet backbone direct connection point. We have accelerated the cultivation of "big, excellent, strong, green, and new" enterprises, added 69 national level specialized, refined, and new "little giant" enterprises, and 11 listed and approved enterprises. The number of national level manufacturing single champion enterprises has been the first in the country for 7 consecutive years. Ningbo has been selected as a national comprehensive circulation strategic pivot city. It has been approved as the first batch of national cultural and financial cooperation demonstration zones. A breakthrough has been achieved for service industry enterprises worth billions of yuan, with 13 listed in China's Top 500 Service Industry Enterprises and 4 selected as national service-oriented manufacturing demonstration enterprises (platforms). The added value of the service industry has increased by more than 5%. 3 national level industrial design centers have been added. Haishu has been rated as a pilot area for the integration of express delivery and manufacturing industries in China.

（4） Deepening reform and opening up, fully unleashing development momentum and vitality

We adhered to the reform policy, followed the path of opening up, and focused on enhancing the endogenous driving force of development. We have deepened the pilot program for comprehensive land and space improvement across the entire region, and completed the concentrated and contiguous improvement of over 30000 mu of permanent basic farmland and the revitalization of over 10000 mu of inefficient construction land. We have accelerated digital reform, launched more than 90 industrial brain scenario applications, established a public data authorization operation platform, and put the urban Internet of Things platform into operation. We have continued to promote the extension of government and public services to the grassroots level, and the basic implementation of administrative power matters at the city level have been delegated to the lower levels as much as possible. We have promoted the strategic restructuring and specialized integration of municipal state-owned enterprises, and achieved zero breakthrough in being selected as one of the top 500 Chinese enterprises. Ningbo has been approved as the first batch of pilot projects for the "specialized, refined, special, and new" special board of regional equity markets nationwide, and implemented as a pilot project for the transfer of equity investment and venture capital shares nationwide. The world-class port construction action has been implemented, promoting the improvement of "two sites and one warehouse". We have started the construction of the Beilun branch railway double track, and the Meishan 6-10 container terminal has been completed and put into operation, becoming the only port in the world with dual "ten million container level" single container terminals. Ningbo Port has achieved full coverage of coastal opening and has been selected as one of the first batch of pilot smart ports in China. The sea rail intermodal transportation reached 1.652 million TEUs, ranking second in the country in total. Ningbo has passed the evaluation of national comprehensive freight hub demonstration cities with high scores. The strategy of upgrading the Ningbo Hub Free Trade Zone has been deeply implemented, and the tax refund policy at the port of departure has been approved and implemented, making it the fifth hub port in the world with LNG refueling service capabilities. Ningbo has been approved to implement the tax refund policy for overseas travelers who purchase and leave the country. The first regular intercontinental passenger route and four fifth authority all cargo aircraft routes have been launched. Ningbo International Commercial Court was established. It was approved as the only pilot port for the import of agricultural and food products in Central and Eastern Europe in China, and three achievements were included in the list of achievements of the third "the Belt and Road" International Cooperation Summit Forum. The first cross-border e-commerce pre warehouse supervision model in China has been established, and the comprehensive evaluation of the cross-border e-commerce comprehensive pilot zone has won the "first tier" in the country, becoming one of the first digital trade demonstration zones in the province. 5 new international sister cities have been added, the Beijing Ningbo Economic Promotion Association has been established, and practical cooperation in various fields between Ningbo, Hong Kong, and Macao has been further deepened. 10 Hangzhou Ningbo "Twin Cities" landmark engineering projects and 12 initiatives benefiting the people and enterprises have been implemented. The Hangzhou Shaoxing Ningbo intercity train has been completed and put into operation. The scope of Yongzhou government services has been expanded to 211 items. The East and West cooperation, mountain and sea cooperation, targeted support, and targeted cooperation has been promoted with high-quality.

（5） Building a modern metropolis and effectively improving the quality of urban functions

We have led high-level construction with high standard planning, and have vigorously promoted urban renewal and landscape control. We have completed the overall planning of county-level land and space, and Ningbo was selected as one of the first pilot projects in China to connect the "three lines and one document" with land and space planning. The construction of a comprehensive and three-dimensional external transportation network,  the first phase of the Hangzhou Ningbo Expressway Double Line and the Ningbo Jinhua Railway has been accelerated. The progress of projects such as the Ningbo Zhoushan Railway and the second phase of the Hangzhou Ningbo Expressway Double Line has been accelerated, and the construction of projects such as the third phase of the Hangzhou Ningbo Expressway Double Line has started construction. We have accelerated the construction of an integrated urban transportation network, completed and opened the North Extension Project of Century Avenue Expressway, accelerated the construction of Yinzhou Avenue Expressway (Airport Road Yinheng Line), rail transit lines 6, 7, and 8, as well as urban railways Xiangshan Line and Cixi Line. We have accelerated the construction of G228 sections, Jiulong Avenue, Qiushi Road, and Siming Road (Jinfeng Avenue Fangxin Road), and opened up 17 "dead end roads". We have completed the national urban medical examination tasks with high quality, introduced urban renewal measures, and promoted the renewal of 20 areas including Dingjiawan. We have built 65 future communities, renovated 10 million square meters of urban villages and 1 million square meters of old residential areas. We have built 41 special boutique routes, 31 characteristic streets, and 130 highlight projects. We have implemented the air "clearance" project, completed the "up to down" transformation of 135 kilometers of power lines and the landing of 360 kilometers of comprehensive communication, and completed the first phase of the Yaojiang New Area Comprehensive Pipe Gallery (Guangyuan Avenue) project. The Ge'ao Reservoir, Hangzhou Bay Diversion Project, and Jiangbei Sinking Reclaimed Water Plant have been completed and put into operation. The construction of Qingxi Reservoir and Baikeng Reservoir has been accelerated, and a 90 kilometer seawall Anlan Project has been completed. Ningbo has become one of the first municipal level water network pilot zones in the country, 164 kilometers of urban sewage pipelines have been newly built, and 180 kilometers of water supply pipelines have been renovated. The overall performance of garbage classification ranks second among major cities in China, and the classification label has been upgraded to a national label.

（6） Promoting rural revitalization and leading the way in building beautiful rural areas

Under the leadership of the "Ten Million Projects", we have comprehensively promoted the modernization of agriculture and rural areas. We resolutely guarded the red line of farmland protection and food security, and won the provincial "Hemudu Cup" advanced city gold award for grain production. 24900 mu of arable land has been added and 92000 mu of high standard farmland has been completed and accepted. The planting area and total yield of grain have been increasing for eight consecutive years; The planting area of rapeseed reached 153000 mu, up by 20.5%. The total output value of agriculture, forestry, animal husbandry, and fishery remains the first in the province, and has been awarded the first batch of "Shennong Ding" for rural revitalization in the province. The "Double Strong" action in agriculture been implemented and two laboratories have been selected as the first batch of key enterprises laboratories under the Ministry of Agriculture and Rural Affairs, and the "Yongyou 1540" rice has been included in the national catalog for promoting excellent crop varieties. Yinzhou has been approved as a national digital seed industry innovation and application base. One national agricultural modernization demonstration zone has been added. The integrated reform of strengthening villages and enriching the people in rural areas has been deepened and, and the use of over 3500 idle rural houses has been activated. Beilun, Yuyao, and Xiangshan have been selected as pilot cities for deepening the entry of rural collective operating construction land into the market nationwide. 435 provincial-level and beautiful rural standard villages have been built, 37 new provincial-level future villages have been added, and 4 beautiful rural scenic lines have been built. The coverage rate of administrative villages for domestic sewage treatment has been increased to 94.5%. 102.5 kilometers of newly renovated rural roads have been built, and Yuyao has been awarded the title of "Four Good Rural Roads" National Demonstration County.

（7） Shaping a beautiful Ningbo, continuously optimizing the ecological environment quality

We have deepened the implementation of the "Two Mountains" concept, and worked together to promote carbon reduction, pollution reduction, green expansion, and growth. We have developed and implemented plans for ecological civilization construction demonstration zones, and achieved full coverage of provincial-level ecological civilization construction demonstration zones. We have promoted the governance of gas, water, soil, and waste to a higher level, becoming one of the first four star "waste free cities" in the province. The excellent air quality rate has reached 93.7%, and the excellent water quality rate of surface water above the municipal control level has reached 96.8%. The rectification and cancellation of feedback issues from the second round of central ecological and environmental protection inspections has been completed ahead of schedule. We have introduced implementation plans for carbon peak in six major fields, completed the first national blue carbon auction transaction, and added 27 national level green factories. 1.71 million kilowatts of photovoltaic and wind power installed capacity have been newly added, achieving the target of wind and solar power installation in the 14th Five Year Plan ahead of schedule. Ningbo has been selected as one of the first national green travel cities. 258 hectares of green space, 192 kilometers of greenways, 8.5 hectares of riverside green belts along the three rivers and six banks, and 38 beautiful rivers and lakes have been newly added. We have built a sponge city demonstration project of 28.5 square kilometers. The first "Two Mountains Practice" nature education center in China has settled in Fenghua. Hangzhou Bay National Wetland Park has been selected for the National Important Wetland List, and Hua'ao Island has been selected for the national level "Hemei Island" demonstration creation list.

（8） Promoting the "Seven Enjoyments" project to further improve people's livelihood and well-being

We carried out iterative upgrading of the demonstration and pilot work system for common prosperity, and promoted balanced and accessible public services and high-quality sharing. Ningbo was approved as a national demonstration city for public employment and entrepreneurship services, creating a gig service system for the people, and creating 260000 new jobs in urban areas. We accelerated the reform of "expanding while lowering" and introduced 8 incentive policies for increasing income for key groups. The per capita assistance amount for disadvantaged groups, the protection standards for orphaned and impoverished children, and the temporary assistance efforts have remained the top in the province. The coverage rate of county-level assistance consortia has reached 100%, making it the only pilot city with the golden card of "doing good deeds in Zhejiang". We have improved the multi-level and common prosperity medical insurance system, further relaxed the conditions for non-registered-residence residents to participate in the insurance, continued to improve the commercial supplementary insurance for the benefit of the people, and achieved full coverage of medical institutions that directly settle accounts for medical services in other places. We have vigorously promoted the construction of the "medical peak", integrated and established the First Affiliated Hospital of Ningbo University, and completed the on-site renovation and expansion projects of the Municipal Center for Disease Control and Prevention and the Municipal Medical Center Li Huili Hospital. We have been shortlisted for the National Traditional Chinese Medicine Inheritance and Innovation Development Pilot Program and added another three first-class hospitals. We have Implemented the overall solution of "one elderly and one small", built 400 elderly canteens and meal assistance points, increased the number of childcare facilities per thousand people to 4.21, built and put children's parks into use, and was selected as a national demonstration city for infant and child care services and the list of national child friendly cities. 33 kindergartens, primary and secondary schools have been newly renovated and expanded, and 35000 public degrees have been added. All targeted enrollment quotas for general high schools were evenly distributed, and the Zhejiang Bayi School, Haishu Middle School, and Zhenhai Middle School Yongjiang Campus have launched enrollment. We held the second National Games, organized and hosted top international events such as the Women's Volleyball Olympic Qualification Tournament and WTA Ningbo Tennis Open, and established a national marine sports center and a provincial sailing association at the Asian Sailing Center. Ningbo was authorized to host the 2026 World Weightlifting Championships. We increased the supply of affordable housing for new citizens and young people, added over 50000 units of affordable rental housing, 62000 households of public rental housing under protection, and the application for jointly owned property rights housing was opened. We solidly carried out the action of "ensuring the delivery of buildings and stabilizing people's livelihoods" in the real estate field. The system of transferring residence permit to registered residence was first tried out in the province.

The "Exploration of the Origins" project for prehistoric culture and marine civilization was implemented, the "Special Exhibition of Archaeological Achievements for the 50th Anniversary of the Discovery of Hemudu Culture" was held at the National Museum, and major cultural events like the first Ningbo Spring Festival Gala and the "Ningbo Special Exhibition of Chinese Painting Series" were held. The design scheme for the South Pavilion of Tianyi Pavilion Museum has been approved. 455 new "15-minute quality cultural life circles" and 41 urban study rooms have been added. Ningbo succeeded in applying to host the 6th World Buddhist Forum. We have carried out nationwide pilot projects for the prevention and resolution of conflicts and disputes through the rule of law, continuously promoted the large-scale investigation and rectification of risks and hidden dangers, and successfully created the first batch of national demonstration cities for the construction of social security prevention and control systems. Ninghai was awarded the title of National Safe Fisheries Demonstration County.

Over the past year, we have conscientiously carried out the theme education of learning and implementing the President Xi’s socialist ideology with Chinese characteristics in the new era, systematically carried out the comprehensive evaluation work for the 20th anniversary of the implementation of the "88 Strategy", and persisted in forging a high-quality and professional government team. We actively promoted the integration of industrial policies in the four fields of "agriculture, rural areas, and farmers, intelligent manufacturing, commerce, and tourism", and implemented the reform of "transferring funds to investment". We completed the mid-term evaluation of the 14th Five Year Plan with high quality, and solidly promoted the work of the 5th National Economic Census. We deeply implemented the construction of a rule of law government, accepted the supervision of the National People's Congress in accordance with the law, consciously accepted the democratic supervision of the Chinese People's Political Consultative Conference, and handled 486 suggestions from National People's Congress deputies and 419 proposals from the Chinese People's Political Consultative Conference. The digital government service capability ranks first among key cities in China, and the overall index of integrated government service capability has been at the highest level for five consecutive years.

At the same time, we strongly supported the modernization of national defense and the military, promoted the integration of military and civilian development, and solidly promoted work in ethnic and religious areas, auditing and statistics, philosophy and social sciences, historical archives, foreign and overseas Chinese affairs, Hong Kong, Macao and Taiwan, letters and visits, etc. Trade unions, the Communist Youth League, women and children, the elderly, the Red Cross, disabled people, and caring for the next generation have made new progress.

Dear delegates, the achievements of the past year have not come easily. On behalf of the Municipal People's Government, I would like to express my heartfelt gratitude to the people of the city, to the representatives of the National People's Congress and the Chinese People's Political Consultative Conference, to all democratic parties, the Federation of Industry and Commerce, non-party individuals, and people's organizations, to provincial and ministerial units stationed in Ningbo, the People's Liberation Army stationed in Ningbo, the People's Armed Police Force, and fire rescue teams, to the "Ningbo Gang" and its supporters, and to all friends at home and abroad who care and support the development of Ningbo!

At the same time, we are also aware that due to factors such as external environment and insufficient demand, there were still some economic indicators that fell short of expectations last year, and the foundation for economic recovery was not yet solid. Some small and medium-sized enterprises faced difficulties in production and operation, and policies to help them overcome difficulties needed to be more precise and effective; The level of innovation source was not high, the shortcomings of technological innovation were still prominent, and the resilience and competitiveness of the industrial chain and supply chain needed to be improved; Infrastructure construction was still unable to meet the requirements of urban energy upgrading, and there were still many weak links in the field of people's livelihood. Urban and rural coordination still needed to be further strengthened; The task of green transformation was arduous, and the foundation of intrinsic safety was not solid enough. The construction of resilient cities still needed to be sustained; The efficiency of government service management still needed to be further improved. We will actively take measures and make practical improvements in this regard.

2. Main target tasks for 2024

2024 marks the 75th anniversary of the founding of the People's Republic of China, a crucial year for implementing the 14th Five Year Plan, and also the 40th anniversary of Ningbo becoming one of the first coastal open cities in China. The general requirements for the work of the government this year are: adhere to the guidance of the Xi Jinping’s thought of socialism with Chinese characteristics for a new era, fully implement the spirit of the 20th National Congress of the Communist Party of China and the second plenary session of the 20th Central Committee, deeply study and understand the spirit of the President Xi’s important speeches in Zhejiang, resolutely implement the decision of Party Central Committee, the deployment of the provincial party committee and the requirements of the municipal party committee, closely adhere to the new positioning and mission of "being a pioneer and writing a new chapter", continue to promote the "88 Strategy" to go deep and practical, adhere to the principle of seeking progress while maintaining stability, promoting stability through progress, building up first before breaking down, give more priority to innovation, reform to overcome difficulties, and opening up, give more priority to stability and sustainability, the sense of the masses, security and resilience, promote the continuous recovery of economic operation, and strive to achieve effective improvement in quality and reasonable growth in quantity. We will continue to create a new situation in the construction of a modern coastal metropolis and strive to create a model city for common prosperity and Chinese path to modernization.

Taking into account various factors, it is recommended that the main expected goals for economic and social development this year are: the regional gross domestic product will grow by around 6%; The general public budget income and per capita disposable income of urban and rural residents are synchronized with economic growth, and the income gap between urban and rural residents will continue to narrow; Fixed assets investment will increase by about 10%; The total retail sales of consumer goods will increase by 6.5%; the national share of the total import and export volume of self operated foreign trade will remain at the same level; The increase in consumer prices for residents will be about 3%; 200000 new jobs will be added in urban areas, and the registered urban unemployment rate will be within 3.5%; The energy and environmental indicators will achieve the planned goals set by the province.

To fulfill these goals, we must firmly grasp the following four aspects: first, faithfully practice.   We should take the spirit of President Xi’s important instructions for Zhejiang and Ningbo as the fundamental principle, and focus on the precise and important tasks instructed by President Xi. We should firmly adhere to the principle of following the President’s orders and the central government’s deployments, and meeting the requirements of provincial party committee. Ningbo will take action and take the lead, and let the grand blueprint that President Xi depicts continuously turn into a beautiful reality in Ningbo. The second is to take the lead by demonstration. We should adhere to the unremitting pursuit of "striving for excellence, creating models, and writing new chapters". We should firmly establish the work standards of global first-class, national leading, and provincial leading, and strive to climb new highs in economic output, investment and consumption, foreign trade and foreign investment, etc; We should continue to take the lead in promoting the demonstration of new industrialization, creating the optimal business environment, expanding high-level opening up to the outside world, and accelerating green and low-carbon development. We should use Ningbo's "stability", "progress", and "establishment" to serve the "grand mission of the country" and support the "important affairs of the province". The third is to move forward with courage and perseverance. We should focus on the main line of "achieving results through implementation, accelerating making up for shortcomings, and striving to advance". We should deepen our efforts to implement traction measures, breakthrough measures, and landmark achievements. With stronger perseverance, we will tackle weaknesses and shortcomings, actively respond to and solve "growth troubles", continuously and effectively prevent and resolve risks in key areas, always take the initiative in changes, strive to break through new opportunities under pressure, and effectively consolidate and improve the good trend of economic recovery and improvement. The fourth is to double the path and act simultaneously. We should translate President Xi’s earnest instructions into a powerful driving force for our work and entrepreneurship, maintain a steadfast determination to stay true to our original aspiration, and strengthen the confidence that "sunshine always comes after wind and rain". We should use the spirit of "where there is a will, there is a way, and one will not regret as long as he spares no efforts" to fight tough battles and tackle tough challenges, accelerate development with a sense of urgency that "time waits for no one, only seize the day and night", and strive to deliver high-quality development with high scores.

We will focus on ten aspects of work:

（1） Making every effort to create a new type of industrialization demonstration zone and enhance the competitiveness of the industrial system

We will expand and strengthen advanced manufacturing clusters. We will accelerate the cultivation of "361" trillion dollar industrial clusters, promote the creation of world-class industrial clusters for green petrochemicals and new functional materials, strive to create national industrial clusters for industrial mother machines and key infrastructure, vigorously cultivate key sub industries such as humanoid robots and biomedicine, and strive to create provincial-level characteristic industrial clusters. We will accelerate the construction of ongoing projects such as the Zhenhai Green Petrochemical Base Phase II and Dongfang Risen Solar Cells, and commence the construction of projects such as the Huanyang Carbon Three Circular Economy Industrial Park and the Ningbo Intelligent Manufacturing Demonstration Regional Center. We will accelerate the construction of the Qianwan New Area International Automobile R&D and Testing Center, and the production of new energy vehicles will exceed 400000 units. The growth rate of added value in strategic emerging industries will be 2 percentage points higher than that of large-scale industries, and the added value of high-tech manufacturing will account for 13% of the added value of large-scale industries. We will focus on the "153" track of future industries, make every effort to build a leading area for future industries, and cultivate and strengthen new quality productivity. We will carry out the action of doubling the marine economy, the added value of the marine economy will reach about 300 billion yuan. More than 200 key industrial infrastructure reconstruction projects will be implemented, and 5 provincial-level chain leading enterprises will be added. Efforts will be made to advance the development of national level development zones, optimize the spatial layout of "2070", promote the "industrial upstairs", "eliminating the outdated industry and optimizing the industrial layout" and the development and utilization of underground space, and complete the renovation and upgrading of key industrial blocks by 6000 acres. The average tax revenue and added value per mu of industrial enterprises above designated size will increase by more than 5%.

We will deepen the integration of data and reality. We will promote the doubling of investment in the digital economy, continuously expand the digital industry cluster, and increase the added value of core industries by 8%. We will accelerate the construction of a Chinese software city driven by industrial software, with software business revenue increasing by 10%. We will vigorously build a benchmark city for data reality integration and an intelligent networking pilot zone, promote the full coverage of industrial enterprises above the designated size in "intelligent transformation and digital transformation", implement digital transformation pilots for more than 250 small and medium-sized enterprises, promote the digital transformation and green diagnosis of traditional industries, and create more than 30 provincial level and above benchmark demonstrations such as intelligent manufacturing and industrial networking. The second phase of the national Internet backbone direct connection point and artificial intelligence supercomputing center will be completed.

We will accelerate the integration and development of the two industries. We will implement the "5566" development action for the service industry, vigorously develop high-end productive service industries, and add 10 provincial-level service-oriented manufacturing demonstration enterprises (platforms) and 10 leading enterprises in the service industry. We will expand and strengthen shipping logistics, accelerate the construction of Ningbo International Cold Chain Supply Chain and other projects. We will focus on five major financial articles, with a growth rate of 12% for both domestic and foreign currency deposits and loans. We will also cultivate 500 new regional equity market enterprises, as well as more than 10 listed and past meeting enterprises. We will focus on cultivating platform enterprises for cross-border transactions and bulk commodity trading, with a 20% increase in platform economic transaction volume.

We will actively cultivate first-class enterprises. We encourage the development of enterprises in the direction of four kinds of enterprises above designated size, strengthen the cultivation of "Big, Excellent, and Strong" enterprises, and add one of China's top 500 manufacturing enterprises, more than 20 national level manufacturing champions, and 150 specialized, refined, and new "Little Giant" enterprises. We will carry out a comprehensive R&D investment campaign for industrial enterprises above designated size, adding 1500 new high-tech enterprises, cultivating 5 provincial science and technology leading enterprises, 20 science and technology small giant enterprises, and 3000 technology-based small and medium-sized enterprises. We will introduce a new round of implementation plan for headquarters economy, supporting the growth of multinational, private, and central and provincial headquarters enterprises.

(2) Building a more innovative city and promoting science and technology self-reliance and competence

We will enhance the capacity of science and technology (S&T) innovation platforms. We will deepen strategic cooperation with the Chinese Academy of Sciences, the Chinese Academy of Engineering and the National Natural Science Foundation of China, build Yongjiang Science and Technology Innovation Zone with the world-class standards, and promote the building of Yongjiang Laboratory from a big-picture perspective. We will launch the construction of the East China Sea Marine Comprehensive Experimental Field, build another five provincial and ministerial key laboratories and new research and development institutions, and strive to achieve a breakthrough in national key laboratories and national technological innovation centers. We will deepen and strengthen the Ningbo National Independent Innovation Demonstration Zone, support the establishment of provincial-level high-tech parks in Haishu District and Fenghua District, and start the construction of a number of research and development headquarters for such enterprises as ZEEKR and Orient Cable. We will carry out over 200 key core technology breakthroughs in the “Yongjiang 2035 Science and Technology Innovation” initiative and strive to achieve 20 significant achievements. We will implement the action of total R&D investment, to increase the R&D investment intensity to 3.3%, and the growth rate of basic research investment by over 30%.

We will perfect the innovation ecosystem. We will implement the strengthening project for science and technology innovation, and explore the Ningbo path of a new national system. We will give full play to the promoting role of equity investment, deepen the pilot program of fiscal fund investment, and establish three sub-funds of angel investment guidance fund. We will carry out a special action on patent transformation and utilization, explore the mechanism of “first using, then transferring” S&T achievements, implement 20 major application demonstration projects, to achieve 1,700 technology brokers and the technology transaction volume of over 90 billion yuan. We will accelerate the building of the China-CEEC Innovation Cooperation Research Center. We will deepen the implementation of the intellectual property “navigation” project, leading to 9,500 new authorized invention patents and over 40,000 new registered trademarks.

We will improve industry-education integration. We will accelerate the construction of Ningbo Oriental University of Technology (temporary name) and fully support Ningbo University in passing the “Double First-Class University” acceptance and being selected into the list of high-level universities in Zhejiang Province. We will implement the “161 improvement” project for disciplines and majors in universities, and expand the size of graduate students on campus. We will build an integrated vocational education community for high school and college education, innovate the talent training model for vocational and technical integration, and jointly build 25 engineering colleges based on cooperation between colleges and enterprises.

We will optimize talent attraction and cultivation measures. We will implement a S&T talent gathering action to attract and support over 10 top talents from around the world. We will upgrade in an iterative way the Yongjiang Talent Project, select and support over 400 high-level talent team projects, and newly foster 80 outstanding engineers and 80 Ningbo craftsmen. We will deepen the building of a youth friendly city, and introduce 250,000 new college graduates and 50,000 new skilled talents. We will consolidate the “care-free” service brand for talents to optimize and enhance the think tank of Ningbo.

(3) Optimizing the business environment and deepening reforms that render government services more comprehensive

We will comprehensively promote the value-added reform of government services. We will accelerate the construction of municipal and county-level enterprise comprehensive service centers, upgrade enterprise comprehensive service platforms, and build a new ecosystem of serving enterprises. We will promote the iteration from “one issue” to “one type of issues”, and implement a group of integrated service scenarios for “one type of issues”. We will comprehensively promote the application of “Enterprise QR Code” to achieve “one code for all” business operations. We will integrate full-chain resource elements, compile a list of value-added service items, and provide customized services for enterprises.

We will stimulate the vitality of the private sector. We will promote the market access permit reform, strictly implement the fair competition review system, and increase government procurement efforts for micro, small and medium-sized enterprises. We will promote smooth financing, with new private enterprise loans accounting for no less than 50% of new enterprise loans, and the growth rates of manufacturing medium and long-term loans, inclusive small loans, and technology-based micro, small and medium-sized enterprise loans all reaching over 25%. We will implement the structural tax reduction and fee reduction policies, strengthen the guarantee of land, electricity, water, and energy use for private enterprises, and carry out such special actions as leading demonstration of digital business, overcoming difficulties in business reform, and improving the efficiency of intermediary services. We will promote the building of a preventive compliance system for key industries and continuously create a good and legal business environment. We will implement the “Credit+” project to create a number of landmark application scenarios. We will strive to become a national pilot city for innovation in good government-business relations, and optimize the mechanism of “direct and sincere government-enterprise talks”. We will promote the project of enhancing the capabilities of private entrepreneurs and the “Relay Project”, and build a home for private economic professionals to bring entrepreneurs more sense of belonging, sense of gain, and sense of achievement.

We will accelerate reforms in key areas. We will deepen the market-oriented allocation reform of land factors, innovate the market allocation mechanism for industrial land, and establish the real estate registration system and norms for underground spaces. We will accelerate the market-oriented reform of electricity sector. We will explore and improve the ocean blue carbon trading mechanism, and actively participate in the construction of the national carbon emissions market. We will accelerate the market-oriented allocation reform of data elements, promote the construction of industrial data trading centers, and create 255 new data products. We will deepen the administrative law enforcement reform. We will carry out such national pilot projects as rapid resolution of intellectual property disputes and innovation in business secrets protection, and strengthen guidance on overseas intellectual property rights protection. We will deepen and enhance the reform of state-owned enterprises, accelerate the construction of first-class enterprises, improve the market-oriented operation and S&T innovation mechanism of state-owned enterprises, and actively and prudently promote the mixed ownership reform, leading to a revenue of over 170 billion yuan for the municipal state-owned enterprises.

(4) Building the city into a hub in the dual-circulation dynamics and continuously expanding the high-level opening-up

We will improve city link functions. We will deepen the building of a world-class port, implement the overall planning of Ningbo-Zhoushan Port, continue to promote the infrastructure of Meishan Port and the double track railway of Beilun District, start the construction of the special Meishan railway line, and develop the foreign trade roll on/roll off routes for new energy vehicles. We will build a national demonstration zone for high-quality development of sea-rail intermodal transportation, with the sea rail intermodal transportation container throughput exceeding 1.8 million TEUs. We will expand the intercontinental all-cargo aircraft routes, and accelerate the main project of the Ningbo hub for air-rail integration. We will complete the first phase of the Liuheng Highway Bridge, the second phase of the double line of the Hangzhou-Ningbo Freeway, and the third and fourth lines of the Zhuangqiao-Ningbo section, accelerate the construction of such projects as the Nantong-Suzhou-Jiaxing_Ningbo High-speed Railway, the Ningbo-Zhoushan Railway, the third phase of the double line of the Hangzhou-Ningbo Freeway, and the renovation and expansion project of the Ningbo-Taizhou-Wenzhou Freeway.

We will foster a higher-level open economy. We will accelerate the expansion of institutional opening, guided by the full-capacity service and joint construction of the “Belt and Road” Initiative. We will deepen the implementation of the upgrading strategy of the pilot free trade zone, actively create a hub for bulk commodity resource allocation, and carry out the bonded LNG refueling business for international navigation ships on a regular basis. We will organize a new round of special actions to facilitate cross-border trade, deepen such pilot projects as the high-level opening-up of cross-border trade and investment, and steadily promote the expansion of the “Double Q” pilot program. We will strengthen the construction of the demonstration zones for economic and trade cooperation between China and Central and Eastern European countries, and actively prepare for the 4th China-CEEC Expo. We will continuously carry out the overseas market expansion and order grabbing actions, and hold  overseas series exhibitions. We will accelerate the development of such new forms of foreign trade as intermediate goods trade, digital trade, service trade, offshore trade, and green trade, build the comprehensive service platforms for overseas warehouses, build the national green trade development demonstration zone, and explore the pilot of new barter trade. We will establish a cultivation mechanism for local private multinational companies and implement 30 overseas key projects along the “Belt and Road" area. We will hold successfully the Global Ningbo Community and Development Partnership Conference.

We will strengthen regional cooperation and exchanges. We will be more deeply involved in the integrated development of the Yangtze River Delta area, and actively integrated into the Shanghai metropolitan area. We will advance the construction of the Qianwan Shanghai-Zhejiang Cooperation Development Zone, and achieve the official incorporation of the Shanghai-Ningbo Cross-Sea Corridor into the overall spatial planning of the Shanghai metropolitan area. We will promote the construction of the "Twin Cities" model of Hangzhou and Ningbo as well as the building of Ningbo metropolitan area, and jointly build a maritime center city. We will deepen cooperation and exchanges with places with the counterpart assistance from Ningbo, and facilitate broader cooperation and win-win outcomes.

We will accelerate the building of an international consumption center city.We will promote the digital and intelligent transformation of traditional commercial districts, create the two high-quality commercial districts of Pan Sanjiangkou area and the Eastern New Town area, and plan to build the world-class commercial districts. We will upgrade the consumption promotion actions, build 21 key new consumption projects, vigorously develop digital consumption, green consumption, and healthy consumption, accelerate the development of such new business formats as instant retail, first-store economy, and e-sports hotels, introduce and cultivate well-known e-commerce platform enterprises, and increase the penetration rate of live streaming e-commerce to 30%. We will implement the “pioneering action” of integrating domestic and foreign trade, build three provincial-level industrial bases and 30 “pioneering” enterprises. We will promote the “same standard and same quality" campaign for domestic and foreign products, and build 50 brand enterprises with "Defined Quality”. We will strive to build Ningbo into a national demonstration city for trustworthy consumption and a vibrant city for sports consumption.

(5) Making efforts to expand effective investment and provide better supports for projects

We will boost project support. We will implement the "5210" campaign to expand effective investment, optimize the "1245" mechanism, and enhance the joint efforts of project coordination and problem tackling. We will give full play to the driving and amplifying effects of governmental investment, promote such major infrastructure projects as transportation and water conservancy, increase investment in such weak areas as education and healthcare, build a group of public infrastructure that can be used in case of emergency, and strive to achieve an infrastructure investment of 150 billion yuan. We will accelerate the implementation and effectiveness of the Public-Privatte-Partnership (PPP) mechanism, and formulate and implement policies for private enterprises to enjoy the same benefits as attracting projects for technological transformation when increasing investment and expanding production. We will promote private investment projects and offer them financial support, encourage private enterprises to participate in the revitalization of existing assets, support social capital to invest in the new infrastructure and other fields, and maintain the proportion of private investment at over 52%.

We will intensify investment attraction. We will promote the joint efforts of "double attraction and double introduction" to achieve breakthroughs in major projects attraction, precise investment in industrial chains, and project implementation and transformation. We will establish investment attracting funds, expand the scale of capital investment, and carry out a series of high-quality activities like the Ningbo Week both at home and abroad. We will introduce a domestic capital of over 220 billion yuan, effectively utilize a foreign capital of over US$5 billion, and attract over 10 Global Fortune 500 projects.

We will strengthen resource support. We will properly apply for the special bonds by the central funds and the local government. We will supply over 60,000 mu of state-owned construction land, and make more efforts to deal with the unused lands. We will ensure the supply of over 4 million tons of standard coal for new energy consumption. We will actively strive for more projects to be included in national planning projects and major provincial projects.

(6) Furthering the “1000-village demonstration and 10,000-village renovation” initiative and accelerating the comprehensive rural revitalization

We will enpower the rural industry. We will harbor the big-picture concept of agriculture and food, vigorously increase the yield of major crops, and stabilize the sowing area and yield of grain at 1.72 million mu and 1.43 billion jin, respectively, and the planting area of rapeseed above 153,000 mu. We will achieve the vegetable production volume of 2.7 million tons, the pig production capacity of 1.49 million, and the aquatic product volume of over 1.13 million tons. We will rectify 80,000 mu of concentrated and contiguous farmland, and build or renovate 80,000 mu of high standard farmland. We will build five agricultural industrial chains with an annual output value of over 5 billion yuan, and strive to create a state-level leading area for smart agriculture. We will cultivate a group of leading seed enterprises, with the total seed output value of over 5 billion yuan.

We will promote rural prosperity. We will implement the plan for deepening rural reform, activate and utilize over 2,500 idle rural houses, steadily carry out the second round of land contract extension, and promote the pilot work of standardizing rural property rights transferring. We will explore a new mechanism for the development of rural collective economy, continuously improve the capacity of prosperity by joint efforts of enterprises and villages, and increase the proportion of administrative villages with the collective operating income of over 500,000 yuan to over 70%. We will establish a lifelong vocational skills training mechanism for farmers and establish a low-income farmer mutual prosperity fund.

We will advance the countryside aesthetic improvement campaign. We will accelerate the improvement of the carrying capacity of counties and towns and deepen the “1,000-village Demonstration and 10,000-village Renovation" initiative, build four beautiful rural scenic lines, and build a number of provincial-level beautiful villages, future villages, and characteristic boutique villages. We will build 25 “happy rivers or lakes”, and build one national demonstration county for “well-built, managed, maintained and operated rural roads”.

(7) Promoting urban renewal and enhancement to boost the city’s comprehensive carrying capacity

We will perfect the layout for high-quality development. We will optimize the spatial planning and management system, and strengthen the planning schemes for such major areas as the banks of the Yaojiang River and the core of the Sanjiangkou area. We will make the overall planning for the construction of Cuiping Mountain Central Park. We will accelerate the development of the southern wing area of the city and create an urbanization model that integrates production, living and ecology. We will promote the pilot projects for comprehensive land and space improvement, as well as various land improvement projects. We will launch 150 new projects for land improvement, and promote the redevelopment of 8,200 mu of inefficient urban land.

We will enhance urban connectivity. We will build a comprehensive and direct urban expressway network, complete the construction of Yinzhou Avenue and put it into use, and accelerate the construction of the 2nd phase of Yinzhou Avenue-Fuqing Road (Dongqian Lake section) Expressway, Jiulong Avenue, Qiushi Road, and Xingci Avenue. We will accelerate the early stages of such projects as Ningbo Avenue, Park Avenue, Donghai Avenue, and the East-to-West Connection Line of Yuyao-Cixi Avenue. We will build a multi-level rail transit network, put into operation the 2nd phase of Rail Transit Line 3 and the western extension of Line 4, accelerate the construction of Lines 6, 7, and 8 and urban railways, and formulate and implement the integration plan for the "rail+public transportation" system.

We will coordinate urban renewal and development. We will promote the urban physical examination and renewal work in 55 pilot areas, complete and start the construction of 110 future communities, renovate 30 old residential areas, install over 200 elevators, and achieve an urban village renovation area of 10 million square meters. We will accelerate the development of such key blocks as the Yaojiang River area, and build over 33 provincial-level urban and rural style model areas. We will build a “sponge city” of 28.5 square kilometers, and renovate 150 kilometers of water supply network in the urban area.

We will conduct landscape upgrades. We will open up the breakpoints and blockages on the three rivers, and build the Riverside Leisure Belt along the east bank of the Fenghua River. We will promote the construction of parks and green spaces, including such comprehensive parks as the Xidahe Park (2nd phase), 30 pocket parks and 200 mu of green land, and build and improve 100 kilometers of greenways.

We will refine municipal governance. We will enhance the quality of the night scenery of the three rivers and six banks, and create a lighting show that coordinates ten areas concerned. We will carry out micro renovation of public facilities and micro rectification of blocks, improve the quality of lighting for 100 roads, and build 10 high-quality demonstration blocks with refined management. We will improve the classification of household waste, and promote the construction of some green and low-carbon projects. We will continue to promote the "vertical clearance" project and the construction of comprehensive utility tunnels.

(8) Increasing the resilience of the city, and striking a more optimal balance between development and security

We will accelerate green & low carbon development. We will carry out targeted gas control, systematic water control, and standardized waste control, and build a landmark achievement in ecological and environmental protection. We will build a leading demonstration area for the Beautiful China campaign, keep the average concentration of PM2.5 below 23 micrograms per cubic meter, and strive to obtain the "Dayu Golden Tripod” award. We will promote the full coverage of green transformation in industrial enterprises above the designated size, and increase efforts to create state-level green factories. We will build the 2nd phase of the Xiangshan No.1 offshore wind farm of the State Grid, accelerate the construction of such major projects as the island clean energy project and the 3rd phase of Zhejiang LNG, and put into operation a capacity of over 600,000 kilowatts for wind and photovoltaic power. We will implement the "photovoltaic+" urban and rural new energy transformation, and take the lead in achieving comprehensive electrification of public vehicles. We will promote in a systematic way the ecological restoration and improvement projects like the Hangzhou Bay Wetland, and achieve the full coverage of provincial-level forests in towns. We will build the brand of a biodiversity friendly city, comprehensively strengthen resource conservation, recycling, and efficient utilization, and build at least one more national demonstration zone for ecological civilization.

We will improve industrial and residential security. We will carry out a new three-year action plan for safe production and continue to promote special safety rectification campaigns in key areas. We will start the construction of the North Comprehensive Supply Base project, strengthen the emergency food supply capacity and achieve full coverage of provincial food safety demonstration counties (or districts). We will continue to strengthen grassroots emergency fire management stations. We will accelerate the construction of online urban safe operation, improve the joint command system for flood and typhoon prevention, and strengthen the preparation for major disasters. We will promote the construction of national and municipal water network pilot zones, implement flood control and drainage projects in the hub areas of the city, accelerate the construction of such key projects as the Yaojiang North Drainage Channel, the Yaojiang River Embankment Improvement, and the Second Industrial Water Plant, and complete 30 kilometers of seawalls. We will strengthen the investigation and rectification of urban gas safety hazards, and update and renovate 30 kilometers of old pipelines. We will consolidate the safe operation and maintenance of municipal facilities, carry out special treatment programs for key bridge structure aging, urban road collapse prevention, and "bump at bridge head" problems.

We will improve public security. We will adhere to and develop the "Fengqiao Experience" of the new era, upgrade the "141" grassroots governance system, deepen the "well-managed network governance", and achieve a standardized rate of over 90% for exclusive classified grid governance. We will build the "631" three-level pattern for resolving conflicts and disputes, and promote the standardization of comprehensive governance centers at the county and township levels. We will strengthen the crackdown on telecommunications fraud, carry out regular crackdowns on crimes, and promote the building of the national demonstration city for drug control. We will effectively prevent and resolve risks in such key areas as real estate. We will upgrade the security and emergency mechanisms for overseas projects, to effectively safeguard the legitimate rights and interests of overseas Ningbo personnel and enterprises.

(9) Fostering a dynamic port culture to empower Ningbo’s citizens and urban development

We will establish Ningbo as a showcase of China’s civility. We will strengthen the improvement and innovation of spiritual civilization construction, promote a new round of national civilized city building at a high level, and strengthen the moral cultivation. We will consolidate the “Ningbo Demonstration" of citizen civilization cultivating action, and implement the "Our" series of civilization actions and the civilization practice activities for ten key social groups. We will build the "colorful Benefiting-the-People Road", build 250 civilization practice points (bases) of the new era, and promote the entry of excellent traditional culture into campuses and make more iconic achievements in the process of civilization construction.

We will develop urban landmarks of cultural significance. We will accelerate the building of the South Hall of Tianyi Pavilion Museum, the Wang Yangming Memorial Hall, and the Hemudu Archaeological Site Park, promote the construction of the new cultural center and the intangible cultural heritage center, and strengthen the preliminary stage of such projects as the Rice Crop Museum, the New Concert Hall, and the Rivers Museum. We will promote the protection, display and utilization of former residences of celebrities, and accelerate the renovation and upgrading of such historical and cultural districts as Xiushui Street and the 2nd pahse of the Shipu Fishing Port Ancient Town.

We will enrich the supply of high-quality cultural resources. We will carry out the three-year action plan for the Yangming Culture campaign, deepen research on "Ningbo studies", promote the compilation of "Siming Series" and the filming of "The Story of Wang Yangming" and documentaries of academicians from Ningbo, carry out the Ningbo Intangible Cultural Heritage Year activity, and complete the compilation of "A Brief History of Ningbo". We will implement the "10-100-1,000" project to develop new cultural space, and build and put into use the municipal Children's Library. We will launch a new round of  innovative development action for art popularization, and strive to become one of the first “youth art” cities in China. We will implement the peak climbing plan for literary and artistic creation, and create a number of original literary and artistic masterpieces.

We will launch the “Culture+” Project. We will issue the implementation opinions on the in-depth integration of culture and tourism with high-quality development, cultivate a number of leading cultural enterprises, and develop such new cultural business formats as immersive performance, digital cultural museum and China-Chic products retail. We will build a high-quality water route from Sanjiangkou area to Dongqian Lake, and implement the holistic scenic area system and real-life scene performance projects. We will complete the first phase of the night economy demonstration zone in the core Sanjiangkou area and put it into use, and build another two provincial-level or above cultural and tourist night consumption clusters. We will start the construction of the 2nd phase of the Olympic Sports Center, actively apply to host high-quality international sports events, accelerate the building of the coastal sports event system, and continuously expand the influence of Ningbo as a "city of Olympic champions". We will make efforts to ensure the success of such major events as the 6th World Buddhist Forum, the Marine Silk Road Cultural Expo, and the Asian Oceanic Tourism Development Conference.

(10) Improving the public services in seven key areas and becoming a pioneer of common prosperity in China

We will boost the income of low-income earners and expanding the size of the middle-income group. We will place more emphasis on prioritizing employment, strengthen employment assistance for such key groups as college graduates, promote the "direct compensation and fast handling" model of policies to assist enterprises in stabilizing employment, and realize the dynamic clearance of jobless families. We will carry out the action of "no government arrears and no salary arrears in Ningbo" to create an innovative city with high-quality full employment. We will strengthen the reform of industrial worker teams, implement lifelong vocational skills training for all the employed, implement the Craftsman Excellence Plan, and promote the building of first-class technician colleges. We will improve the support policies for income increase in the nine key groups and segmented groups, and promote the Action Plan for Prosperity of Millions of Families. We will establish a sound support policy system for the Siming Mountain area, the southern mountainous areas, and the island areas, and develop an implementation plan for the "one town, one policy" policy.

We will modernize healthcare. We will carry out the "medical peak climbing" action, build and put into use the municipal public health clinical center, accelerate the construction of the First Affiliated Hospital of the School of Medicine of Zhejiang University and the Ningbo campus of Sir Run Run Shaw Hospital, and support the building of the First Hospital Affiliated to Ningbo University as a provincial-level regional medical center. We will launch the relocation and construction of the Women and Children's Hospital Affiliated to Ningbo University, strengthen the construction of county-level medical communities, and make up for the lack of clinics in village with a permanent population of over 1,000 people. We will innovate the "Internet + health care" service, build a new-generation health information platform for the whole public, and realize over two million medical services via the Internet. We will carry out a new round of the “Healthy Ningbo” campaign, implement the national pilot projects for innovative integration of major chronic disease prevention and control, and effectively curb the spread of major infectious diseases.

We will improve education quality. We will ensure the implementation of such policies as nearby school enrolling for compulsory education, equal enrolment for public and private schools, and compulsory education enrollment for migrant children, and achieve a high rate of over 75% for integrated and co-built education communities. The coverage rate of inclusive kindergartens will remain above 95%, while the coverage rate of public kindergartens will go over 70%. We will consolidate the effectiveness of "double reduction" and improve the quality of after-school services and holiday care services.

We will refine public services for senior citizens and pre-school children. We will strengthen the construction of the key population aging city and the elderly friendly city, coordinate the promotion of the "love card" work for elderly care services, and carry out the transformation and upgrading of public elderly care institutions. We will promote the hospice care services throughout the city. We will carry out the improvement project of the maternal and child facilities, and enhance the number of childcare facilities per 1,000 people to 4.3 or more. We will promote the construction of integrated service scenarios for senior citizens and pre-school children, and build a number of embedded community service facilities. We will build a number of new star-rated community service complexes and "resident reception halls".

We will improve social security services. We will build the "big social security" system for common prosperity, promote the targeted expansion and upgrading of social security coverage, continuously promote the social security of flexible employment personnel and new industry practitioners, and explore the integration and development of enterprise pension and personal pension. We will facilitate on a comprehensive basis the smooth implementation of the reform of employee medical care, optimize the policy system of long-term nursing insurance and beneficial commercial supplementary medical insurance. We will strengthen the construction of a hierarchical and classified large-scale social assistance system, and raise the minimum living guarantee for urban and rural areas and the annual standard for centralized care of orphans to 15,200 yuan and 38,700 yuan respectively. We will improve the housing security system, provide care for 60,000 households of public rental housing, and build over 30,000 affordable rental housing units, and 4,000 units for affordable housing. We will strengthen national defense mobilization and the construction of national defense reserve forces, provide service guarantees for retired soldiers, and achieve the national model city for “double support” for the ninth time.

Fellow delegates, it is our aim to bring benefits to the people. This year, we will continue to adhere to the concept of “the public proposing, the delegates deciding, the government working and the people assessing”. With the participation of the entire process by the municipal People's Congress, we have selected 18 candidate projects for people's livelihood through multi-channel collection and multi-party coordination, and submitted them for consideration and voting.

3. Self-improvement of the government

It’s right time to take action. In the new year, we will strengthen the government's own improvement and strive to build a pragmatic, efficient, and honest modern service-oriented government.

Adhering to the leading role of political construction. We will strengthen our theoretical capacity, and improve our political judgment, comprehension and execution. We will promote the implementation of President Xi Jinping’s important speeches when inspecting Zhejiang Province, and firmly defend the “two foundations” and achieve the “two upholds”.

Adhering to the priority of rule of law. We will strengthen the construction of a government by law, carry out high-quality proposals from the municipal People's Congress and the municipal CPPCC, accept supervision of the municipal People's Congress and its Standing Committee in accordance with the law, accept democratic supervision from the municipal CPPCC, and accept inspective supervision, judicial supervision, audit supervision, public supervision, and public opinion supervision. We will accelerate the standardization and digitization of law enforcement, deepen government transparency, and enhance government credibility.

Adhering to the efforts and practical work. With the “big-picture and meticulous” attitude, we will promote the institutional reform, strengthen the planning and executing capabilities of the government departments, and enhance the our economic governance capabilities. We will work hard to improve efficiency and guarantee implementation in this era of high-quality competition, with stronger scientific spirit and professional capabilities.

Adhering to the honest working style. We will build and practice the correct view of government records, encourage and support government officials to act courageously and take responsibility, and strengthen the clean governance and anti-corruption work in the government departments. We will get used to the "tight budget" on a normalized basis, strive to take the complaints of the public as the "breakthrough points" to optimize services, focus on the concerns of the representative committee members, and improve the people’s “happiness index” with the "honesty and hardworking index" of the government.

Fellow delegates, our efforts and determination will defeat all difficulties and lead us to one success after another. We must rally more closely around the CPC Central Committee with Comrade Xi Jinping as its core, follow the leadership of Ningbo Municipal Party Committee, and give full play to our fighting spirit, unity and hard working. With practical actions and high-quality development results, we will assume our role of an economically developed city to bravely shoulder the responsibilities and make new and greater contributions to the overall development of the whole province and our country.
