On August 3rd, the Municipal Port Office, in conjunction with the Municipal Bureau of Commerce, and relying on the China (Ningbo) International Trade "Single Window," completed and put into operation a digital unified insurance platform for small and medium-sized export credit insurance.
This is the first platform in Zhejiang Province to achieve comprehensive interconnection and interoperability between policy-based credit insurance and commercial insurance systems. It can build a risk barrier for approximately 26,000 small and medium-sized foreign trade enterprises in the city as they operate globally.
Small and medium-sized foreign trade enterprises are not only the capillaries of economic development but also a source of innovation and vitality in the foreign trade sector. For a long time, "difficult and expensive financing" has been a persistent problem plaguing them, with the root causes being insufficient risk protection, weak financing credit enhancement, and cumbersome procedures.
The new platform opens up the system channels of three institutions: Sinosure, PICC, and CPIC. Relying on the "Single Window" trade big data, it automatically matches insurance qualifications and intelligently blocks duplicate insurance applications. This enables full-process electronic insurance application, real-time data exchange of policy information, and online visibility of the entire underwriting process, promoting full digitalization of export credit insurance applications and effectively reducing enterprises' institutional transaction costs.
The breakthrough of the new platform also lies in synergy. Based on the coordination between the digital reform of port customs clearance and the commerce department's function of stabilizing foreign trade, the platform has established an exclusive credit insurance service zone within the "Single Window." It integrates four types of resources—government affairs, insurance, risk control, and financing—to bridge the "last mile" of policy implementation for benefiting enterprises, thereby building a long-term ecosystem for cross-departmental and multi-insurer collaborative services for small and medium-sized foreign trade enterprises.

In the process of order-taking, cooperation, and payment collection, companies often encounter uncertain risks such as overdue payments, operational fluctuations, and sudden defaults. For us small and medium-sized enterprises, cash flow must keep pace with order flow, and a single bad debt can bring considerable pressure. Now, we have more confidence!" said the head of a pneumatic tool factory.
